Has Fenris ever left that dimension? If not, then they'd probably be fine. The puppet may or may not experience it (depending on whether or not they themselves are boosted to Tier Four), but it would be very difficult to succeed in doing so without them being conscious. The idea is that this severing of connections will cause you to rip apart unless you have the willpower to hold yourself together, allowing the severed philotes to rebind to each other rather than other random philotes (which is where the rip-apart part comes in).

I'm assuming she's already a Tier Four, given her condition. If you mean the first time, it would, but it applies differently depending on how the being responds to such stimuli. Even in higher physical dimensions, you still have the snapping philotic ties, so it would impact the being in an analogous way. If not pain, then at least some sensation to correspond to the change.
