That's literally all it would be. Deus es GM. There's no reason for the eldar to care about the ork at this point. He's done nothing to them, and someone summoning daemons onto an enemy ship would be, at worst, helpful.

The eldar have no reason to care about Urgrugg, or anything he does, psychic or otherwise. It's the Imperium who have him on their radar, and even then, a very small portion of a specific sub-faction. It'd be far more likely he'd just summon the attention of the crew at large, and put the entire ship on alert.

Besides, in either case, both events would have massive consequences for the Entire group. Unless, again, Deus ex GM just decides there isn't. But, at that point, might as well have the section of the ship Urgrugg is on get hit my a void missile. It'd be the same level of "because the GM said so."
Urgrugg doesn't have Tzeentch's blessing. He's not a chosen of Tzeentch, nor does he bare the Mark of Tzeentch. However, he uses magic, so he falls under Tzeentch's domain of influence. Beyond that, their only connection is one of Tzeentch's minions has a contract with him. That, in and of itself, doesn't constitute any pact between Urgrugg and Tzeentch.

For comparison, Urgrugg's relationship with Tzeentch would be akin to an ogryn's relationship with the Emperor. He's aware of the existence of this deity-esque entity, and worships him as such. However, his understanding of what said deity is, and what said deity Actually is, are skewed to say the least. Beyond that, he works with one of the deity's lowest-ranking voices of authority. For the ogryn it would be a sergeant, and for Urgrugg it's an exalted pink horror. Beyond that, the metaphor starts to break down, but there it is.
Well, Urgrugg Can summon Nurgle daemons. He just doesn't have any standing contracts with any, so it's generally a bad idea. For a wide variety of reasons.

Now, which daemons would be the most helpful here? Hmm...
What, exactly, did Xeph do that would make following him seem like a good idea? Let's go over that interaction again;

Xeph: I'm going to go nark on ork and misc.!
Ork: *Tries to kill Xeph*
Xeph: *Doesn't kill vulnerable ork* Life debt nonsense! I'll kill you for self-defense! Still going to nark!

... Yep, nope, doesn't really make following the tech marine (towards the enemy) seem like a good idea. Especially when compared to being left to his own devices so he can summon up some actual allies.
Hmm... so, Urgrugg has been left alone, surrounded by nothing but corpses he made, and without so much as a single ally.

Sounds like daemon time!
If he wanted to kill us, he'd just have the ship get hit by a stray missile.
@Jbcool I've no opinion on what's to be done with him. Write him out, pilot him, makes no difference to me.

As for where everyone is... Well, I know Urgrugg and Xepherial on just outside the brig, and Oscar is somewhere roughly near them, for the time being at least. Other than that, not sure.

Urgrugg let out a loud, grunting cough when he got kicked in the chest. To his annoyance, the marine had not died from the attack. The one time the ork wanted him to die, and he refused to do it. As tired as he was from expending so much warp energy, he hadn't even been able to get in a good swing before the marine had come at him, either.

The barrel that had been put to his face was background noise to him. As soon as he'd felt the kick, he had begun constructing a final spell in his head to be unleashed upon his death. Given his state, it wasn't even guaranteed to work, but the distortion of warp energy should it fizzle would be enough to draw the attention of the daemons he was contracted with to come for him. It was petty, at best, but it was revenge none the less.

He was ready to release the power when the weapon fired. Having not expected to be alive after, he was surprised to find he was still capable of thought. When the marine got off him, Urgrugg stood up, using his staff to help get him to his feet. Looking down the hall, he could see the humans that his attack had released running further into the ship. From what one of them said, it sounded like they were headed to arm themselves. Urgrugg couldn't decide if that was a good thing or not.

When the marine barked his question at him, Urgrugg was quickly reminded of the damage that had been done by his last spell. It would heal, no doubt, but that would take time. However, the marine would still want an answer, and he was in no shape to fight him. As he wanted to keep living, he reached out with his staff, and pressed the diamond-hard tip against the wall.

With an annoying, high-pitched screeching sound, he began to write on the wall. His understanding of low gothic's written form was bad at the best of times, but he knew enough to get by. On the wall, he wrote out, "WICH TIME?" If the marine were to question the writing, he'd simply reply by opening his mouth to show the blackened flesh-nub that was once his tongue.
