PMO when a writer's like 'here's a super cool but completely OP one-shot ability that's a major gimmick of this character' and then everyone else is like 'actually having a completely OP one-shot ability makes writing meaningful conflict difficult so instead we're just going to make everyone immune to it'. Just don't write in completely OP one-shot abilities in the first place! It's like the first rule of power design!
A way more interesting thing to have done with Penance Stare immunity is making the acts of the individual not evil from their foreign perspective. Put GR up against an avatar of a neutral but destructive force. Like, give us GR vs Lady Death - Lady Death obviously kills people, she's Death, but even though it causes pain and suffering and snuffs out lives, it's not evil (at least from her perspective) because it's just her natural function and a basic law of the universe. Oops, you can't Penance Stare the embodiment of entropy.
