Most ships can't even enter out space without at least a C class permit, let alone arrive within the planet's atmosphere without an A Class or B-Civ class permit. The only way they couldve gotten this close is with both. That, or the ships registered as one of our own...

It hasnt made any advancements yet. Its weapons arent even charged. So far the only law it's breaking is the low flying penalty and the Glider Class rules. Both misdemeanors.
