I was considering freelance or security. But with a particular augmentation I have in mind for the future, I'm currently leaning towards either handling EuroCorp's dirty work, working for the EDF, or for BLCK.@Mangrale
Why not do both, and have him be a BLCK operative working on secondment with the EDF? He could be a 'civilian' liaison from the EPA working with the military to help joint operations between the police's elite Unit BLCK and the EDF, with the ability to advise the EDF when to deploy their forces in areas where the EPA traditional hold juridiction.

Or the reverse, with him representing the EDF within Unit BLCK? Perhaps as a military training officer there to help prepare the elite unit for heavy actions? Or just the flipside of my previous suggestion, the military liaison co-ordinating joint operations in EPA territory?

Another possibility would be that he was Military Police/Internal Affairs (which could have been conceded to the EPA and Unit BLCK due to corporate restructuring), with the authority to press charges against any EDF personnel who he felt was acting against the best interested of EuroCorp Europa.

Wow, those are some very intriguing options. I'll definitely consider these suggestions when I give get down to writing his backstory later on. Our character's exact position within these factions are pretty much up to us, something I wouldn't have given much thought to otherwise. Thanks.

𝙰𝚙𝚙𝚎𝚊𝚛𝚊𝚗𝚌𝚎:
Appearance wise, Pepper is indistinguishable from a normal human. Her resilient steel alloy frame is covered in the highest grade and quality of synthetic skin, tissue and hair. Her creators has gone to great lengths to customize her to their liking, modelling her to the likeness of his deceased family member who they'd been unable to get over. Her visage is adorned with a pair of sky blue eyes and rosy plump lips. Her locks a rich shade of giner and her skin tone is fair and unblemished, the artificial skin doing a fantastic job of appearing eerily lifelike. Her build is slim and athletic with a modest amount of curves guided by popular social trends among youngsters of the generation observed at the time. During working hours, she is dressed compliantly with EPA's dress code and while off duty, she prefers to dress simply in dresses or turtleneck sweaters paired with skirts or pants.

𝙿𝚎𝚛𝚜𝚘𝚗𝚊𝚕𝚒𝚝𝚢:
There were several key personality traits ingrained in her core programming when her creators first created her, most if not all of them were lifted of her actual human counterpart. From her bravery, her tenacious fighting spirit, to her unreserved bluntness, these were all qualities that the creators' inspiration and model possessed. She was also made to be always eager to serve, perhaps a little too much to the point of being overzealous for they had thought that such a quality that would only make her more acceptable to others.

Emotions are still something she struggles with, as feelings are something she has never really managed to get a grip on. She may feel the same emotions as a human, but she suffers from the knowledge that she will never be human or know what it is like to have a childhood. Believing in the goodness of the world, a set of good morals were also a key part of her programming, a key factor that would prove to be highly useful in her career in the EPA. Part of her morals code includes her inability to lie, so she always tells the truth.
 BRAVE • BLUNT • TENACIOUS • OVERZEALOUS

𝙱𝚒𝚘:
JPNR - 0496's whole story originated from the idea of one man and his son. Now, if it had been just an ordinary man dreaming or reminiscing of better memories of days long past, then just would have turned out to be very different. But Richard Blackwell was not an ordinary man. He was a highly successful and wealthy entrepreneur who had stakes and close relations with both Blacklight and the EPA. The vast connections he had built up over the years has allowed him to earn numerous profits that had more than inflated his already loaded coffers. He may have plenty of wealth, more than he even knew what to do with, but Richard was not a happy man. 

His only daughter was gravely ill, and for all the medical advancements in the present world, there seemed to be no cure or hope for the poor young girl. Death soon eventually claimed her and Richard and his young son Maxwell had no choice but to let her go for she no longer belonged in the land of the living. The wealthy entrepreneur may have let go of her body, but he certainly had no intention of letting go of her memory. He began working secretly on a project, roping in his son as well as they began to develop ideas for their secret project. When the project began to advance beyond just simple concepts and ideas, the pair began teaming up with the best in the industry, spending untold expenses in the pursuit of their goal. Their goal in mind? 

Create an android version of the very same family member they had lost but never forgotten. She was to be a grown up version of what Pepper would have been had the girl had the opportunity to grow up. Those who used to know the girl was shocked at the uncanny resemblance, swearing that it was as though she had not died all those years after all. Alas, if only that were true. JPNR-0496 personality was identical to the model, from her tenacious fighting spirit to her unreserved bluntness. She was pretty much a clone in many ways, but one single stuck out. JPNR-0496 didn’t know what it was like to have a childhood. 

The android never had the chance to experience childhood, let alone the one that the young Pepper used to have. These key memories were lacking from her, and while the android could see them, she could never really feel them. One of Pepper’s wishes was wanting to be a police officer when she grew up, and now JPNR-0496 would be continuing that dream for her. Joining the ranks of the EPA officers as soon as she was able to, she continues to serve with determination, conviction and absolute loyalty.

A light but resilient breastplate that does a decent enough job in stopping light arms fire and common stab wounds. The breastplate is made of self-hardening carbon steel nanotubes that tighten upon high impact. Stronger and more reliable than old issue kevlar vests thanks to technological improvements, there have been complaints on how uncomfortable and heavy the breast plate gets when worn for long periods of time despite significant weight improvements made on the armour. When needed, shoulder and knee plates made of similar material can also be worn for added improved protection.

Her metal frame is covered with high-grade top of the end synthetic flesh, tissue and hair, enabling her to look highly realistic and indistinguishable from your average human. Her inner machinery parts are composed of those found in similar high-end models that are extremely durable to kinetic damages and its associated stress. Funded and created by a wealthy businessman and his son, they spared no expense when it came to recreating an android version of the family member they had lost.

»Secondary Power Generator/ Multipurpose Regulator
This upgrade serves as a secondary power source in the event that the main power source is interrupted or disrupted by either an internal fault or external sabotage. It also functions as a Multipurpose Regular enables her to hide her transmission and electronic signatures, allowing her to travel off-grid undetected which is especially important for stealth and reconnaissance operations. 

»EPA Hacking and Data Interface Port
Sanctioned and approved by EPA laws, This unit is able to interface and gain access and establish a connection to various data ports and electronic system to sync the data information with her central processing system. This allows her to gain insider knowledge through the sharing of information and knowledge much faster than an average human would take to read or digest the data. Eliminating the need for an external tool and storage medium, this unit acts as both tool and storage, simplifying and shortening the time needed for any hacking or data transfer. This upgrade functions similarly to the existing EPA's Eurohack module and has been streamlined to fit in with an android's system. Because of the high-frequency interfacing with unknown systems, the unit also has a top-of-the-range firewall security system that has one of the highest security rates in the market.

»DETECTIVISION™
The aptly named DetectiVision™, developed and manufactured by EuroCorp, is an evidence detecting system contained in a chip embedded at the base of her neck. It tracks, points out and files away evidence into the unit's personal database via video, still images and audio, and manifests itself through an optical display projected over her retinas. It can also pick up on body language, helping inform her whether someone’s lying, and is connected to the EPA’s EuroNet database, able to display information such as arrest records and send out an APB on the fly. It’s controlled via a small detachable wristpad.

She is comfortable in following her encoded programming. She does not have any desire to be anything other than a police officer at the current moment, but with a continuous evolving mind, who knows what will happen in the future? Things do happen.

She is capable of learning and evolving her core programming based on reactions(learning new things, reacting to changes in people's behaviour feedback and environment), but there will still be certain personality traits that will remain dominant and resistant to change, just like in most humans.
