Double post to address this. This is viable. Perhaps something like this happened before. Same circumstance but it wasn't as big in the news and your character has been obsessing with this for years. This is a boost to motivate him to really find out the truth of things.

It's not much but maybe you can have your character work at Innsmouth Security Solutions like DeadDrop's character, Zach. Since your character is good with tech, I feel like there is an opportunity there. Or maybe rework your character to have them be involved with the CIA as a field tech guy tracking the paranormal stuff that happens.

@LordofthePies I would say the best thing to do would be to look at the other accepted characters and read up on their backstories. Some have personal ties to the missing Suzie Moore. Some are contributing to the strange, paranormal events that will be happening during the course of the RP. Every character in some way or another contributes to the progression of the story and to interesting interactions that may happen during the RP. Basically, your character has to have some personal story that will be explored during the RP that can potentially tie them to the others.
@LordofthePies As a normal person, your character will only be seen as a level 1 threat so take one star off. But more importantly: the character doesn't seem to contribute much of a role. He seems like he's just an ordinary bystander in the grand scheme of things. I guess it's just that the Background info lacks any reason why he's coming to town and/or how will he be roped into all the weird stuff that will happen.

I will closing the RP from new applicants from this point on. Everyone that has already expressed interest can continue to fill out their CS.

@ihinka You can go ahead with the idea but I also suggest to do it in a way that will distinguish yourself from ProPro's character. His character is also possessed by a supernatural force and that force also satiates itself with the life of others. It's not the same when it comes down to the details but the concepts are still pretty similar so just make sure you do enough to distinguish your character.
@ProPro Alright I'll leave it up to you to decide if/when the time calls for it. Let me know once you've made the appropriate edits to your CS.
@ProPro The date when the RP starts will be August 21st, 2018 but I can't really give you an accurate determination of how long the story will run. I have story points in my head but, you know, things change within an RP depending on the players and how they progress. So we'll just have to see how it goes. Question: does it have to be full winter for the wendigo to become fully powered or is the presence of snowy weather enough even if it isn't naturally caused? Might have to do something like the latter if we end up not approaching winter just so I can give your character a chance to really flex their stuff.
@Migyudon I see nothing wrong with it so far but I'll reserve judgment until your sheet is complete.

@Cryfest Since Quincy is just a normal human being, he wouldn't be seen as a threat more than level 1. So take off a star and you'll be good to go.

@ProPro Regarding the chill, the description is vague so some of the things I read made it sound lethal or at least incredibly harmful upon physical contact with the wendigo. First being the title "Icy Chill of Death" and then the sentences that read "It leaves frost in its footsteps and chills everything around it, as though it were devouring the warmth of life just by existing. This usually isn't a problem for its prey unless it touches them." So you can see how I might mistake it for something being lethal or close to it once the wendigo actually touches the victim (assuming it hasn't torn them to shreds of course). But if you're saying that that's not the case and it's actually the same as what I specified I wanted, then this is a non-issue.

You make good points regarding the strength. I would still like it if it isn't tossing the car door as easily as a discus. As for the rock comment, I mean a solid slab, something not porous but of course it's safe to assume I'm not talking about diamonds here. I would still like for you to decrease the wendigo's strength. I don't want this ending up as a dick-measuring contest for power levels because, again, it's not a combat RP. In regards to the Incubus, it's a creature that's been around for centuries so I gave it some leeway. But more than that, I've talked with Old Amsterdam about my expectations for handling the Incubus' power just like I've talked with anyone that has a powered character. So rest assured, I'm not just letting one person be the strongest of the pack. So I still want you to decrease the wendigo's strength but I'll leave it at your own discretion on how to do it and I'll trust that you can keep things balance in the course of the RP.

The frequency of the change may only occur at 5%? That's surprisingly lower than I would've pegged and I'm glad. I'm reading that it triggers upon the sight and smell of human blood so there might be a high chance for it to trigger. But I guess the human side is quite cautious.
@ProPro Only issues I see are some of the special trait namely his strength and the icy chill the wendigo brings. For strength, it needs to be dialed down significantly. At peak, I would accept being able to crush and cut solid rock with relative ease and on average I would accept something along the lines of crushing thick bones and cutting through tough hide. Those would be acceptable limits. As for the chill, get rid of it as a fatal power completely. You can keep it as cold air that leaves a thin layer of frost but not enough to kill people.
