What exactly does this process look like?
I know from GMing in the past that, oftentimes, you reach out to someone, they panic and promise a post, or you don't hear from them at all. What does your absolute cut-off look like in either of these situations?
Might I also suggest amending the rules to include such a cut-off?

Updating the rules would save you a lot of footwork in the long run, and it also puts the onus on the players themselves rather than you having to chase after them. That said, it might be worth choosing a day of the week and posting a 'gentle poke' to any player over the week mark between posts at that time.
Because I am an absolutely anal GM, I keep spreadsheets of data for the RPs I GM and track things like last posted date, number of posts etc. By no means am I saying you need to adapt all of this, just sort of illustrating what works for me.

But also let us know what the plot was because we can still collaborate together and cook something up. Might not be totally your idea but sometimes a few other ideas in the pot isn't a bad thing.
At the end of the day in these games we do try and work together but it tends to be a first accepted gets the final say. @Half Pint gets the final say on this as I'm not a GM just the story guy, but I'd say what happens to Jean should be whatever will be most beneficial to the health of the Roleplay, and if they think both options are good, I'd say it should go to whoever was in position to use her first.
It sucks for the other person, but that do be the way these things to be doing.
I'll need to read the sheet, but Scott has been referenced massively across my own lore so far, and was a character I'd pinned to keep as a secondary to Emma. That said, I won't stop anyone playing this character. I'm just not keen on rewriting any of the lore I've already built as it would railroad my own plot.
I established Jean as being the same age as Scott/Emma. I don't see her as a new mutant. Her being younger than mid-late 20s would mean I need to rewrite and rethink.
So, Emma and Scott were together for months/almost a year, very much in passionate love. It ended because of Jean. It was probably about 18 months ago in game.
