Not many universes are supposed to be aware of Existence as an entity, though. Under all previous systems, it was decided to leave universes alone to go about their business. Existence-threatening villains ignored unaware universes or used them as bases, usually away from the population. Bringing them into the knowledge of Existence is actually more dangerous than to leave them alone.

I'll make sure to ask at some point, but I don't intend the Hierophany to be a part f the game. All in all, they're some backwards religious bumpkins who own most of a Galaxy and are well past their prime. I just wanted to write a super religious character, and religious governments are a narrative fixation of mine.
Might I add that those governments mentioned were not particularly binding. Most choose not to submit to them.
