If you're talking about biological differences, gnomes are typically more aligned with fairies, magic, and weirdness, while halflings are closer towards humans with the stature of dwarves. Some would say that halfings are what a dwarf/human hybrid would be. Or something like that.
Gnomes also have a tendency to be fond of technology.
@ArenaSnow@boomlover, the Gnome cannot read minds; another PC, a Halfling, is the one who can do that.
