Btw, how far along is tech in this...I'm at work so I don't have a time to look at everything. Just an idea. Is bio augmentation a thing?
It is, the appropriate trope to describe the approach we're taking is '20 Minutes into the Future', so for example we have bio-augmentation and the primary source of power is nuclear fusion.

It would be more along the lines of a dragon who uses magic and transforms into a human for the purpose of blending in with society although there would be signs of his draconic nature like scales around the eyes, slitted pupils and small features like that. He would still be young and learning. I can draw up a species sheet if need be to help out and I will integrate your lore with magic into it so long as it better explains what I mean.
I'd appreciate that, it's a tough sell but if you think you can make the sheet fit the lore and tone of the RP then go ahead with the concept.

I'll assume no but would a dragon character be alright if I can create a backstory viable enough background explaining his origins and what brought him to crescent City? I would also assume that if yes his powers would need to be nerfed drastically due to dragons natural affinity towards magic?
You'll have to make it work with the lore presented in the OOC regarding magic and mystical creatures. Although are we talking like a full dragon, who is always a dragon or are we talking about a human with dragon powers/transformation?

As the elevator opened to the penthouse floor, Antonio's radio crackled.
"Antonio." A voice said over the radio. "Uh boss, we may have a small problem."
"What is it?" Antonio responded.
"CCPD Detective poking around, Priya somethingmiddleeastern." Came the reply. "She asked us a couple questions, we answered them. Don't think she was convinced."
"Then shoot on sight and dispose of her quickly." Antonio stated coldly. "Use a silenced weapon if you got one, if not grab a pillow. There's enough panic on the street as is without weapons' fire." His expression soured as his eyes rolled at the incompetence of these men. Turning his attention back to the penthouse in front of him, Antonio nodded to the two guards standing outside as he approached.
"So what's this big surprise?" He asked, "Who exactly did we find in here?"
"Of all the gin joints." The gangster said with a smile. "Brucie, why don't we just show him."
"One of you had best show me before me I take it personally." Antonio answered, his hand on his gun as he pushed his blazer aside.
"Easy, easy." Bruce replied as he pushed the door open. "Dante del Fierro, fucking hookers and snorting coke in this fine establishment."
"The nerve of some people's children." Antonio mockingly chided as he looked around the room, Dante was tied to a chair in the middle of the room, a pair of red panties stuffed in his mouth while a silk tie was wrapped over his eyes. Handcuffs held him to the chair while the hookers sat terrified on the bed.
"Call the Russian and move Dante downstairs, Francesca will be so happy to hear what her boy has gotten into." Antonio said with a smile as he moved to leave the room. "Oh and good job boys," He said looking towards the girls. "Why don't you treat yourself to some fun."
Chuckling darkly, Antonio entered the elevator punching the button for the lobby. Despite the hiccup with the detective, this night could turn out positive yet.
