Lets see Miss Hazel, unremarkable parents, looks like you'd get startled if a Flabebe looked at you sideways, and honestly, I almost mistook you for a very shy zigzagoon. I'm not sure how good you'll be, in fact you're probably the applicant I have the least hope for but, and don't tell anyone I said this...I get it. I probably want you to do the best out of all my applicants. And since you want an Impidimp...well, heh. You'll see when you get here. Something special, just for you. Basically the way it works, HMs aren't really a thing. Rocksmash, fly, cut, etc are all just things most Pokémon cam kind of do already. Moves like surf, if a damaging move would likely be treated as just a normal TM. A Pokémon can have up to two moves added onto their normal move pool, either 2 tms, 2 move tutor moves or 1 move tutor 1 I'm move, + an egg move if you get lucky enough to catch one.

A little of both. I like to imagine that Camphor more or less sent a message or had some kinda call with those that were accepted into the program as a small follow-up conversation to give specific details and such about where, when, and how they were getting to the lab since she's paying for everything which is where these conversations most likely happened.

So, for those not starting with a pokemon, the professor more or less gave the applicants a choice of their own starter. They could either request one at random, or request a specific one, that she would have procured for the prospective assistants. So when you guys arrive at the lab, you'll be meeting the selected partner for the first time in Camphors lab.

Typically Id like anything that the character may use no matter how minor in the inventory, but its mostly used to keep track of potions and whatnot and other game related stuff like stones, etc.
