It's a chemical combination of resources commonly used by the IA and is incredibly unstable. In fact, it seems to be the polar opposite to the metal containing it in terms of its molecular makeup. It is essentially a large mass of neutrons with minimal charged particles, whereas the metal seems to have had all of its electron shells collapsed onto the nucleus of the atom, essentially rendering all the atoms to be in actual contact with one another. I'd kill for the ability to produce that.
