Well she hasn't messed with time too much, mainly only going into different worldlines out of boredom or a desire to experience how other beings live. I'd like to think she'd/he'd/it'd be somewhat well versed in some of the Systemic items considering just how long it's been around. But if that interferes with other character backstories or already established lore then I'll just have her/he/it be mostly clueless about those types of things.
It doesn't interfere—some beings are very knowledgeable about the interworkings of Existence and some are satisfied with what knowledge (or lack thereof) they have. I'd imagine with that age, they'd know about the Tier System, but whether they'd know about TL specifically just depends. He himself does not travel time as a sort of joyride; rather, he cleans up the messes of other time travelers and ensures that nothing wrecks the present.
