Got direct orders from shinji himself. Some villain stole the previous base, and some other member of the group is fighting them off, currently. So, until that one is placed back where it should be, he asked me to set up a temporary one.

Shinji doesnt think a lot of things through. Although,its not in the same place as the other one, so when the old one is placed pack, it wont cause any issues. Plus, this temporary base is strictly for government officials like shinji, so the EDB will leave it alone.
