Well.... Reinforcement of the Army is Limited for some reason I don't completely understand, but there is most likely a reasonable reason for it.
Probably best to keep the cost of it to "Discard" rather than allow it to tribute as well. Hand advantage is important to balance. As for the card itself.... I'd say either allow it to add only one Warrior or Limit it to 1.

New Order 13 was used by the embodiment of the will of Astral World. Dark Synchros were used by the servants of ancient gods who have gathered power for 5000 years. This Xyz Monster is a card readily available to everybody and is currently being used by a first-year student at a dueling academy.
And yeah, I suppose there's no indication it couldn't be done, just as there's no indication that I couldn't just go off and create my own summoning method called something stupid like...oh I dunno, "Marduk Summon". It's probably going to happen in some generation anyway, right?
The question is not "could we", but "should we". Precedence is important because it sets established boundaries. Once we get to a point where we need to start discussing power levels of cards used in a children's card game, then maybe it's okay to break them. A little. But for now, we have a bunch of dumb kids spending their high school years learning the correct way to put cards on a duel disk. We should probably stay inside those boundaries where it's safe.
Just gonna chip in and say the difficulty of changing said Xyz monster. It was 1 Light and 1 Dark LV 4 to fit thematically. However using something like Kyuubi as a fix would actual break the concept of said card. Due to it needing both materials Detaching one would negate it's own Eff.
