I thought your post was fine, although it isn't clear to me exactly where on Ecetopia she is. Some place with trees. o_O
@Rilla Not my forte, but I'll see if I can make it happen. So we've got New Bastion and Riverdale on the mainland, and this subcontinent, Rzail, which has Doch Mol, aboroginals, possibly somewhere called Eceterum Alacis, and which is otherwise a generally unpleasant place. Did I miss anything?
Eceterum Alacis is just the name of a university which could be in New Bastion or Riverdale or wherever we want.
@Lmpkio Would you list his armor, which in the influence section can counter magic, as equipment? After that you should be good for approval.

No @ "he can potentially reach a state of absolute infinite power." Nobody gets infinite power.
Also, you just have too many abilities. On the submission guidelines: "The whole point is to create a balanced character. If a character is a master of everything, while its constituent parts never rise above a 4 the synergy of the whole will potentially exceed the limit." -- your character, via the synergy of such an abundance of powers, definitely rises above the limit.
Also, please review the character submission guidelines again. You'll find that you need to submit an influence level for each ability and item in addition to the overall influence that you provided. :) I'd recommend the following for whatever you choose to keep:
Enhanced Appendages: 4
Enhanced Condition: 4
Battle Cry: 3
Enhanced Senses: 4
Flight and gliding: 2
Climbing: 2
Swimming: 1
Burrowing: 3
Combat Empowerment - no in its current form.
Pride Empowerment: 3
Pride Combat Empowerment: 4
Telekinetic Force Manipulation: 4
Telepathy: 4 (due to being able to see through illusions)
Aerokinesis: 4
Geokinesis: 4
Hydrokinesis: 3

Ecetopia. Rzail is a separate continent from the one the players are on and our group has no reason to head there yet.
Yesterday I reworded my OP such that Rzail is a subcontinent rather than its own continent, meaning there is sufficient geographic isolation/low population to explain why there hasn't been government intervention already but you don't have to go too far off the beaten path to get there.

@Liaison Engineered optics would be level 3 as it falls under an augmentation. Otherwise the profile is reasonable.
