I know there's public and private, but is there any allowance for things inbetween like public except with certain exceptions?

And also what is the fed's relative power balance to other groups? Is it USA vs 3rd world country or something bigger than that?


My view of the Fed is that it is a group with mods as members that exists so they have plot armor to correct things as necessary. It is a dues ex machina.
Although anyone can join, this thread was created at the request of The Kindred and the Cult of Lycholme. One group seeks to release an ancient dwarven lich upon Ecetopia while the other seeks to destroy the ancient evil. The setting is the subcontinent of Rzail, where most things are dead and living is difficult. There have been rumors of bones shambling over the dunes, but so far nothing definitive has been revealed.

In order to not make this an immediate race to the boss, I decided to just start off with a clue and we can go from there.

Karnorouri

Name: Karnorouri
Species: Dwarf
Class: Lich
Type: Critical NPC; cannot be auto-killed, must be treated with the same respect as a player character; may be played by any member of the possessing group.
Influence: 5 (global); while not incredibly powerful himself, Karnorouri is able to grant considerable boons upon his allies.

Description: Weak from his long imprisonment, Karnorouri is hesitant to abandon the protection of his familiar subterranean abode. Instead, he elects to act through proxies. Eventually, he hopes, through sacrifice and ritual he will be restored to his former glory. In the meantime, he sits in the dark on a throne of stone, an dwarf of an age beyond reckoning, in tattered gray robes. Even so, he is quite capable of empowering those who act on his behalf.

Abilities, Talents, Traits, Powers:

  • ( 6 ) Word: True Undeath -- Karnorouri may restore to full vitality and power any slain ally regardless of the extent or length of their injuries. Their wounds will still be visible and horrid. Their sanity will be briefly frayed by the terrors of the realm of the dead and the agony of their dark resurrection.

  • ( 5 ) Word: Tenuous Obscura -- Karnorouri may cast an aura of darkness on an ally allowing them to, for up to an hour during the day or an entire evening, pass through physical objects or have physical objects pass through them. While under this effect, parts of their body, up to the whole, that they choose to become insubstantial will visually appear as a black fog.

  • ( 5 ) Lich -- His soul bound to an ancient holy site, Karnorouri drew on its power to ensure his immortality and transformed into a lich. With that comes the standard lich fare, such as immunity to the wiles of mortality, such as common diseases, time, drowning, and air temperature. Moreover, he can animate the skeletons of those weak-willed in life and send them out to do his bidding.




Ez-Lye Shrine

Name: Ez-Lye Shrine
Class: Holy Site
Type: Critical Point; this bonus territory does not count against the three critical points the group is allocated upon creation.
Influence: 5 (global).

Description: A cave deep within the mountains of Ez-Lye that houses bioluminescent vegetation and a subterranean pool fed by a crack in the ceiling. Discovered by druids while Ecetopia was yet young, for centuries it served as a natural sanctuary of worship and healing.

Abilities, Talents, Traits, Powers:

  • ( 6 ) Soul Anchor -- Those who come in peace may establish a soul anchor with the power to restore their spirits to their bodies should they suffer death. However, to be made whole their remains, no matter the wretchedness of their condition, must be brought to the shrine and mended.

  • ( 5 ) Ward Against Calamity -- Meditation within the shrine will avail visitors with an aura that can be converted into a barrier. Multiple individuals working in harmony may expand the barrier to gird an entire city under the mantle of its protection. Through this no evil may enter and no harm may come, but it lasts only so long as nature's energy is actively channeled.

  • ( 5 ) Holy Site -- Released from the taint of Karnorouri and purified, this site is once more holy. As such, no evil may enter. For those pure in soul who venture within its boundaries, no lies may be told nor any crimes committed. Similarly, disease, fatigue, worry, and all the ills of the outside world are suspended, allowing the entrant to recover until they are ready to again take up their burdens and venture out into the world beyond.
A Stone Amongst Bones

On a world as ancient with civilization as Ecetopia, few are the lands untamed and unfrequented by mortals. Fewer still are reaches pregnant with secrets untold and rumors maligned equally by time and twisted tellings; few, yet present. Such places exist, known to mad mendicants and enlightened gurus. Such a one is named Rzail. Within that accursed subcontinent’s boundaries a blight preternaturally strips the land of vegetation, darkness, and light; twilight holds eternal tyranny over petrified forests, sand flats, and noxious bogs; and madness ensnares all but the hardiest of fools who dwell long within its borders.

Yet fools there are.

Amongst that tight coterie of misanthropes and pariahs are aboriginals, rustic ranchers wild as the befouled soil they subsist on, adventurers yearning to discover themselves by losing themselves, and scientists attempting to discern the future by understanding the past—but in a manner well outside the mainstream. Of the latter, a team of crypto-archaelogists, from the University of Eceterum Alacis, recently descended on Rzail’s Doch Mol ruins, an historical site mostly buried beneath dunes the color and texture of dead flesh that undulate as far as an eye can see.

The name Doch Mol they ascribed to an ancient fortress, although the only evidence for such are the ostensibly innumerable layers of bodies, a thousand generations dense. These hint yet at what may have been a vast city. Added to that is another oddity, a pillar unearthed and decoded from its ancient tongue that reads:

“Karnorouri, Seer of Seers,
Whose gaze doth scry the edge of time,
Sees not the end of old Doch Mol,
Where eternal reigns dare rise
Beneath the Mountains of Ez-Lye
Where, by His word, death undies.”

They called it, not to anyone’s astonishment, the Karnorouri’s Pillar. Based on the little evidence at their disposal, they assumed the place where it was found must be the name of the place of which it so ominously spoke. Yet of mountains naught remains. All about is plain and dune where buried life and lifeless brume conspire to blot the past from view. That and the legends of the aboriginal elders who recall an era of a powerful dwarven lich and even now ward their humble villages against the threat of undeath. Even the esteemed colleges of Eceterm Alacis, busily perturbing the final resting site of so many, occasionally shiver at the thought of bones rustling from more than just the twilight wind.
I can understand the reasoning behind requiring approval from two mods per character. However, in practice, it seems that some of the mods are busy people. Through no fault of theirs, it can take a very long time to get characters approved. Perhaps a compromise is in order? Maybe you only need one mods approval, but other mods can step in and say "Yo hold up you need to change this." Or maybe just make it so only one mod is necessary.


It has already been changed such that if the character is well-within reason only a single mod needs to approve the character.
@Mr Rage Please expand on what that cost is, how it is intended to work, and what those ranges might be within the ability itself.
@Lmpkio Are you saying you want to immediately re-submit him as tier 5 and not use him to fight until it becomes available? If so, I am OK with that but I would like to see what other staff have to say. @Rilla Your thoughts?
@Lmpkio I'm hoping sometime this summer, so not in the immediate future, but still within the next month or two.
@Lmpkio This is definitely a cool character that I would like to see, but having to force an "Undead Dragon Lord" into the constraints of what is currently allowed is difficult to do with the concept and I'm thinking not quite working out. You'd have to give him a huge handicap to make it play out in a manner that makes sense in-character, I'd think, otherwise hold off until we open up tier 5 or 6 which hopefully shouldn't be all that long.
