My question is: Does a thread GM need to be staff, or can we, as players, create and run missions for other players?

Yes you can. No you don't need approval from staff unless you intend for their to be rewards that are beyond the scope of what is already allowed.

I had a conversation with Circ regarding this in the Discord chat, and I wasn't super clear on what the response was, but the way I ended up reading it was, "If an NPC has any capability/intention of affecting a PC, in any context, they must be submitted and approved as a PC themselves".

I think your reading on that was a little too strict. Note that I'm playing an NPC that is setting up the relationship between the Ragnarov Fleet and the UFP without creating a character profile. The NPC is influencing the relationship of the characters, but I don't need a profile because it doesn't have any special abilities or even a name or enough stuff around it to merit being approved.

@WanderingDragon The multiversal console allows what is essentially a teleportation with unlimited range and uses. That is currently outside the scope of what is allowed in Expanding Horizons.

Also, I would like to see tier/influence levels next to each ability of the console to better gauge where you feel they fall.

There are no rules against double posting as far as I'm concerned. I think the Cult and Kindred are working their way to where they can start posting in this thread, as they view it as a location thread rather than a story thread.

He glanced at his notes and frowned.

“Scientific information available to the general public via our extranets will obviously be accessible by your government. Anything beyond that is not something we would immediately accommodate and joint research projects would be negotiated on an ongoing needs basis.”

@JaceBeleren Weird profile. There is a concern that you could claim other characters have the parallel allele and use it to track/absorb them, so I'd say restrict it to NPCs and PCs that have given you their express permission. Otherwise, approved.
