As you can see, I love Worldbuilding, but this will be brief:

Giray didn't join the continent-wide war mentioned in the OP and several characters' backstories. That's because its main selling point, and justification for its immoral behavior, was that the rest of the world is more sucky than it (which may or may not be true) and that for its people to live well, it had to take extreme measures.

"Ah!" responded Ioannes to the Gnome, "what I meant was, I wanted to secure a contract to get more bolts for when I come back from the trip, and find myself having used up all of them. As for the Smithy, my thoughts were that Blacksmith and Fletchers share the same shops in my own land..." he rubbed the back of his head.

"Actually, I'll admit it; I use my guns; both of them, more than my crossbow," and indeed, the guns looked as though they were well-used and well-maintained. Ioannes can see that the Gnome was trying to pry further, fishing for information. Right now, however, this prying was relatively light, and it didn't seem like his true identity was being found out. "Speaking of Guns, I noticed you have bombs, but not a flintlock. Are those really that expensive outside of Hellas?" And Giray, but best not to mention the nation.

"Anyway," Ioannes had a wide smile, "what's your name?" Best to change the subject.

More thoughts; Giray was originally conquered/founded by one ethnic group (Nomads/Horse Archers), from which the Sultans came from. As this ethnic group grew used to sedentary/civilized life, however, their power waned and they began to fear other kinds of people, which resulted in the Sultans founding the Slave System.

Maybe slavery based on the idea that you want people high up who know what they are doing, so why not make sure that you can train them from birth and not allow them to switch career paths?

Maybe the state believes in an individual having their own personal life, as long as they serve Giray first in body, mind and soul without question?

Hmm...the first one sounds good.

Also, how about this?

Giray started out with a normal form of Government, a Sultanate, which turned out to be on some important trade/sea lanes. Because it was on important trade/sea lanes, various races, religions, and ethnic groups traveled to the Sultanate to trade/as refugees/both. This caused the Sultans to fear their own people, and so create a class of Slave Soldiers and Slave Bureaucrats that would theoretically be loyal to them. However, after a few generations, these Slaves overthrew the Last Sultan and established an oligarchy.

This oligarchy, however, needed a way to justify its betrayal of the Sultan and its assumption of Giray's rule, as well as a way to fund itself; it needed money from the people, and if they took it by force, they would be overthrown. So, they decided to make their actions sound righteous by saying that they overthrew the Last Sultan in order to restore freedom to the people, and that the Mamluks and Slave-Bureaucrats will uphold their right to be who they want to be, worship who they want, marry whatever race or gender they want, and other rights, if they would pay for the upkeep of the Slaves and endorse the taking of new ones.

Needless to say, the people of Giray accepted this bargain, and gave their money and resources to the Slave System.

How's that sound?

This isn't about Ioannes, and so not something that should be primarily discovered/discussed IC, but about Giray.

Basically, I'm stuck; what should be its basic ideology, as in, what reasons does it use to justify all that slavery crap? Religion is moot as Giray is multi-faith, so I'm thinking that Giray Civilians believe in personal freedom, freedom to be who you want to be as long as you don't harm anyone else/interfere with the state.

I don't see how that would get them on board with the Slave System, though, if that's the case; it seems counter-intuitive.
