I tried romancing Morrigan on my first playthrough of the the game, and on that first playthrough I was also going as the 100% good character, so you can imagine how difficult that was. The answer: gifts. Lots and lots of gifts.

Jewelry is such a great bribe token of affection.

Also don't keep in her in the party when interacting with people. Swap her in and out.

Maybe it's just because I was playing a cocksure douchebag but I literally never had a problem romancing Morrigan on my DA:O playthrough. Always seemed like the dialogue options to win her over just jumped out at you
