Other things can go into something to make it look nicer and other such things, but in the end, the raw entertainment value of media is what determines how objectively good it is. Subjective good is arguable for anything on nearly any grounds, but objective good has numbers to back it in audience size and profit in viewer revenue and marketing.

Because he is stronger than the others. Whitebeard was just a tank that we knew everything about. Shanks is meant to be mysterious, but has plenty of development; Whitebeard is dead, so there's not much left to develop there. Also

You literally have no idea where I am. Don't go full Tumblr on me here.
The emotions in the heavier OP scenes are even stronger than DB. OP is a journey and requires investment in the characters; DB only goes one direction—up in the power scale—so no matter how much you've seen of the show, it'll be the same for you. DB is popular because it's a show for anyone to jump into. I'm not saying OP isn't, but you're not going to get it nearly as quickly as DB. That's the same reason sitcoms and other one-off shows are so popular in the West—people don't think they want to have to invest in a series half the time. But as we've seen whenever people try watching series like that (GoT, anime, etc.), they tend to love them. And while the fanbases are much stronger when they're invested, they never attract nearly the size of shows you can just mindlessly watch.

That's not the point of Shanks at all. He's effectively the in-between pirate king in the middle of Rogers and Luffy, he and his crew representing all the Straw Hats could be. He's not even built up to be strong beyond any other of the Yonkos, and it's been implied that he doesn't even have a Devil Fruit power—he's strong because he has the skill and abilities to be strong (years of training with haki, ex-best swordsman in the world (now second to Hawkeye after he lost his arm to the sea king), etc.). He's barely been shown and is still incredibly developed for an endgame character.

You know I'm farther in OP than you are, right?
A SSJ2 moment is something that defines a generation of anime watchers. Everyone and their dog who saw the Cell Games counts the SSJ2 moment as one of the best, most character defining moments in all of shounen anime. No series has been able to capture that on the scale that DBZ did before OR after it, and OP certainly never did. It has nothing to do with stronger forms.
Shanks is garbage. He's just the Korrin of OP, built up to be unbelievably strong but never shown to be strong, and only there to be a goal for the main character to reach. We already know that the most likely thing that's going to happen with Shanks is that he shows up to save Luffy and dies before showing why he's so scary to everyone.
Trafalgar doesn't count he should be the main character and him not being it is a point against OP.
