AS we all know, Ovak aims for the best result. So which ever would work best with her. Khan, to be honest, is too nice toward his students which will bite him in the tail later with Kudd.

The penalty. Mainly as Ovak knows Lucilia has more finesse and that Alaira pretty much has judgement issues against Eysires as well as Khan. Not fully sure why as he's never really chewed her out. Scolded, but never chewed as far as I know. :p
