Alright, here's my review for Xil Gil:

Overall, the character itself is pretty decent. Just add a bit more detail to appearance/backstory and it'll be good. I guess for appearance touch more on their choice of apparel, and for backstory maybe describe how/why they came to New Fennec. Besides that, the formatting's a bit off, at least from how I intended it, primarily in the Personality and Fighting Art sections.

Personality
Reduce each bullet point to just a single adjective or trait to describe them, rather than a whole statement, such as:

Eloquent
Petty
Vicious
Cowardly
Hotheaded
Poetically-Challenged

Fighting Art
For this section, just condense each of the bullet points you put into a single paragraph or two, describing the overall Art such as it's history and general abilities/strengths. The ■ Technique part was what you were supposed to copy and paste beneath that for describing each notable technique. You should also give a name to each Art, as well as each technique it has.

Fighting Art - Punching Fist

The Punching Fist Art is one refined for thousands of years, said to be the original root of nearly all fighting arts. It has by far the strongest fist techniques, some are fabled to be able to smash through any other sort of fist-based technique. The art is trained by practitioners punching harder and harder objects nonstop, until their fists harden and are capable of punching through nearly any substance.

■ Big Punch
By focusing entirely on a single blow, the Punching-Fist temporarily increases the mass and force of a single fist, greatly enhancing the force it exerts.

■ Quick Punch
The Punchy Fist fires a lightning-fast barrage of punches, overwhelming even the strongest of foes with a nonstop wave that drills down their defenses like a jackhammer through concrete.

■ Far Punch
Range is no obstacle to a true Warrior. Using this technique allows a Warrior to strike at a target, even at a short distance away.

Weaknesses
Despite their unparalleled skill in the art of Punching, the Punching-Fist is greatly lacking in finesse. It concentrates virtually no effort on any other type of techniques or parts of the body, instead funneling all of it's intention into the oldest means of defense. This makes the Art powerful, yet still extremely specialized and predictable.

Sorry if the CS formatting directions I gave were a bit confusing/nonspecific.

Just add a bit to the backstory/appearance and fix up the formatting. After that he should be good to go!
