Started the sheet. Will add more as I think of things. Relations aren't completely fleshed out. Didn't add people from other villages with whom she did not interact yet.

No need for vetoes.

My merciless judgement is enough to deter even the head GM!!!!!

"Not with you. With professionals. Prostitutes. The 'No means Yes' type of deal. Anything else can be binned."

A swift, brutish swing of his hand would have the older man snag the handkerchief from the lass he was partnered with, before employing it on the remarked stained on his visage. The General was not one for delicacy and care, nor immense camaraderie. A true professional, one that could work with many profiles, but didn't seem to enjoy any of them.

"These men are, for the most part, dead. Admittedly, you may want to keep an eye on those in your four o'clock. They hold a position my men may not be able to successfully compromise. Nonetheless, you should focus on this new 'Special Operatives' the Summit created."

With another sip, Gozubura waited patiently for a sign of life from the Raikage. It would eventually be answered, with an overwhelming echo from the blind Kage. Bakuto was being cautious, a smart move, but also a risky one if the well-being one was his priority. Gozubura was a very straightforward and merciless man when he left, and there was no reason to assume he had changed since his departure. The truth was that he was quite possibly worse as age slowly consumed him.

The General took his time to respond, finishing his coveted coffee while keeping eye contact with his more chatty partner. His gaze said a lot, a form of cue for Yui to prepare herself and go on with the plan they had formulated. He spoke in his usual, deep voice without any effort to have it heard by anyone else than his partner.

"It is a shame you do not come and join us, Raikage Bakuto. You know I am one for proper behavior. And you also know I am one with a very precise, and well designed plan. When I ask for your presence, it means I want you here, and I'll use leverage if needed."

Somewhere in Kumogakure, existed one of the art museums one would eventually find in a big settlement. A bit tourist attraction, massively visited by the public. Today, it would have two abnormal visitors, one man and one woman, identical to two individuals who had entered the museum two hours ago, but the staff simply couldn't tell. With the flick of a switch of Gozubura's watch, they would both have a device in their pockets beep. When hearing this, these odd people would suddenly stare right at each other with empty eyes, before dashing at each other's direction. One they'd inevitably tackle each other, a massive explosion could be heard from the Plaza.

Casualties and details of damage would be unknown, but considering these were peak hours, one could deduce the death toll would be huge.

"You will not know how this was performed. And there are more sordid ways to get you to do as I say, Raikage Bakuto. Perhaps a hospital should be my next target?"

His finger slowly slid onto a second switch on his watch.

"I assume you can hear this? Present yourself to this café, and we shall proceed. Nobody else has to die today, for we are only here to take your life, Raikage Bakuto. And yours alone. It is your duty as a Kage to die for your people, after all."

A nod at the direction of Yui would be her signal to start keeping an actual watch on what was going on. The explosion would likely get a few jumpy, and backup was surely going to arrive soon. With his hand diving into his coat, he'd whip out a device similar to a detonator, and tossed it at her direction.

"Some of the fakes will listen to you, some others have the order to blow up once their transmitter beeps with the flick of one of the switches. You know what to do."

Someone was dying and the dregs of society provided the cure. Kyoka was the brains providing the goods in the new operation going on, but the enforcer was far too aware of the plan that was to be executed. Though as glorious as it may be, the wild bull that was Rumia couldn't help but constantly remind herself of her prey that got away. This behemoth, the jackpot for her pride, had to escape their clutches. While certainly satisfying, she wasn't happy with it. He needed to fall, and she had to be the one to do it, not some Sakana or even her own cousin.

Before the red-alert came to be, Rumia could sniff out the abnormal presence near the outskirts. His sensory could barely reach that area, but as someone living in the more questionable parts of town, it'd be easier for the lass to reach onto the farther ends where foreigners would usually enter. The overwhelming amount of chakra in one point, and the unique way it interacted with other forms of chakra, it was impossible for the Shinrikyo to be mistaken.

With the giant water attack basically confirming the deduction, Rumia's face swiftly distorted into a scowl. The left half morphed into the sage transformation abomination added to the creepy factor. Sano was here to take the Tsuchikage, but Rumia was here to take Sano. But it seemed the village leader's initiative would halt the shark's attempt to drown the city completely, and turn the water-bubble ability he'd employ against the user.

"Tch. This 'ere is muh prey. Y'all can fuck right off."

Tentacles emerged from her back, tips dilated in order to emit spheres of concentrated Senjutsu Chakra. Now all whipped together in one direction, the multiple beams fired would covered into one, giant blast fired right at Samehada's direction, and thus, Sano's. She used the blade's overwhelming levels of chakra as a reference when targeting in quite the clusterfuck of a battlefield. A straightforward blast, that that'd keep Sano on hit toes, and perhaps disrupt his water jutsu completely, though perhaps at the expense of the Tsuchikage's own strategy. Nonetheless, the giant beam would leave quite the gaping dent on the water bubble, with every H2O in its way evaporated much faster than the slow-moving magma would.

But her combat experience taught the brawler that this monstrosity wasn't going to go down so easily. No, he was her prized prey. He had to put up a fight, at the risk of having all this hype fall flat in a very No Man's Sky kind of way. Cannons now turned Jets, the monstrous girl would have rocketed herself high up in the Iwagakure air, orange eyes fixated onto the Shark that had quite obviously wormed his way out of his current sticky situation.

"C'mon fucka', I ain't need no Kage to kick yer ass again."
Arc 1 Rewards

With the first arc of this rp finally ended, and the new one starting with a bang, we have thought of rewarding the chuunin involved in the recent conflict with a C rank jutsu of their choice. Of course, it has to fit their theme, and revolve around their development. Don't just spontaneously have an addiction to flowers on your character. I will make an example here:

Character: Rumia Shinrikyo

Name: Red Lotus Punishment
Rank: C
Range: 0-150 meters
Nature: N/A
Type: Senjutsu
Effect: A variation of the Shinrikyo's Organ, reduced to a much more compacted scale. With this ability, Rumia is capable of firing thin, red beams from the tip of her fingers. These beams are hot, and when highly concentrated, can pierce through flesh (and cauterize in the process). They are as fast as a thrown shuriken, and can be deflected by enhanced weapons, while normal metal quickly succumbs to the heat and power. A charged, larger version is possible, gaining the effects of an explosive tag upon impact. Rumia can decide to give the beam a more 'harmless', blunt effect rather than piercing.
Weakness: Rather predictable, mostly a substitute to tools.

Why I think she deserves this: She fought Sano head on, and her beams kept getting sucked in. A more precise shoot could possibly bypass the samehada's defense. Fits the theme of chakra jets and lasers.

Feel free to post your desired C rank!

Note: Chuunin in Earth and Water trials are exempt from this privilege. They got a reward and had the more enjoyable events.

[@All Akatsuki Members gathering]

News of the attack on Konoha did not fall into deaf ears. Gozubura Starru, the dreaded General of Kumogakure and merciless paramilitary investor, had provided intelligence to the organization concerning various security measures within the agglomeration. It was his task, as a man who maintained a strong network with like-minded individuals and frustrated higher ups in bigger establishments. He did not part-take in the invasion, it was unnecessary. There were enough members to distract the forces for a simple assassination. He would have been, at the time, enjoying his villa in Yuugakure, indulging in a martini and keeping up with world economics on his monthly newspaper.

With weeks going by, it was finally time to have a proper meeting. One that felt unnecessary, given how the orders were clear from the get-go. Their targets were the kages, and the only mild inconvenience would be the recent sentencing of the Mizukage. Sure, the scapegoat was part of the organization's plan, but where he'd end up was another story. Logistically, some would have to improvise, but not Gozubura. No, his target remained unchanged, and he made sure of it.

Among his Akatsuki peers, he'd sit on his designated seat. His single eye scanned the area, before closing as he awaited for the meeting to commence. With any form of introduction being done by the host of the meeting, Starru would take the stage from the very start. His imposing, low voice was hard to trump without screaming. There was also a hint of 'old man' behind it, adding to the solemn nature of his discourse.

"Do not mistaken this for some sort of family, or some sort of friendship, Madame Kareha Yuki. At least one of us is going to be mangled and horribly killed during this operation. We are here to kill, pillage and torture, not share toddler photos."

His grown eye opened, fixating the ice user of the gang before peering over toward the ringleader, Seijuro.

"Without wasting anymore time, I have provided the needed information on each major villages' security protocols, both classified and public, for each squad to indulge in. This will thus exclude ..."

His eye trailed through the gathered gang, stopping on Havoc as it had on Kareha previously.

"Amegakure. Too small to have an obvious approach in intelligence gathering. But too big to be defenseless. The interval of time since the Konohagakure raid was, admittedly, far too short for my men to do anything. Although."

The General seemed to squint at the direction of the Umbrella-NotUrahara-man.

"I would suppose Mister Havoc and his native callings would do just fine."

The man stood, once his piece finished. Hands reached to buckle his fancy, navy-blue vest as if he had just departed a business meeting of sorts. Once completed, his arms would each behind his back before a slight bow would be performed.

"I will not waste anymore of your, or my time in a meeting while our goals are clearly set in stone. If there is a change, you know how to contact me. Madame Matou."

With his partner for this specific task summoned, General Starru would already be on his way to depart from the scene. He knew enough to do his job just right.

It had been a few hours, and Gozubura Starru had already been within the city he had once abandoned, and personally threatened during his departure. No one stopped him, for he knew how to slither in. But he would not go unnoticed once he'd settle down in a renown, high class café. Under a parasol with the waiter delivering him the nation's treasured coffee. A delicacy he had longed for since his departure, and could only import so much at a time. There was just something about drinking tit in Kumo that made it far more delightful.

Shinobi of various ranks discretely spread around the nearby rooftops, and kept an eye on his every actions. They didn't act, there were too many people in the Plaza, and a fight would yield far too many casualties to be acceptable. Evidently, they would not let him escape, but they couldn't just go and apprehend him, especially with what the veterans among the shinobi knew about him. Added to that, his female partner was a mystery to these men and women.

"Miss Matou. Have you ever tasted this coffee before? A rare delicacy, one of the only things I can actually enjoy before getting my hands covered in shit."

The Raikage was to get the message by now, Gozubura was expecting a meeting. If he'd take too long, he'd get the waiter to carry a note that would inevitably be intercepted by one of the many surveillance corps. What it said didn't matter, but the threat was certainly real. Never once had the General exaggerated warnings. Bakuto was to present himself quickly, and mind his manners.

"We will have company soon. I will greet our target. I believe you will not be as incompetent as some of our peers to actually underestimate the operatives? The pawns we have right now will be dealt with accordingly. Do this job correctly and I will insure a living Kazekage for you in the near future."

Another sip from his coffee, as he'd patiently waited for the village leader. His moustache would have somewhat of a beige stain, one he'd fail to notice as he'd indulge in the sweetened delicacy.

Special Operation Force:
Ever since the Kage Summit, a special operatives force has been established. Composed of shinobi with first hand experience against the Akatsuki, they are consulted to quickly react to Akatsuki attacks on villages, and assist in stopping them.

The presence of Akatsuki in Kumogakure would quickly warrant the reaction of Konoha, with files on the assailants transferred to the authority handling the shinobi.

Gozubura Starru: Ex high ranking Military during the big war, said to have a vast paramilitary network. Last seen wielding at least three elements (Lightning, Wind, Water), rumors say he may have more. Proficient in most arts, but renown as a master Ninjutsu user.

Yui Mutou: Capable of manipulating her hair and wielding of the unnerving Earth Grudge Fear. Details on its ability have been withheld by Takigakure, and it is unknown how many elements she can use at this point. (she is known to use fire and wind)

Special Forces:
-Ryoko Niken: Kumogakure shinobi, best placed to coordinate Konoha forces, as well as being quite experienced in combat. Fire release gives an edge against the prevailing wind attribute of the enemies. Kenjutsu to match Gozubura's own blade.@Grey Sama
-Jaakuna Hinoko: Capable taijutsu and Ninjutsu user, with his unique Hiden allowing him to match stronger lightning users, and his fire release serving the same use as Ryoko.@Altered Tundra
-Kiku Kurama: Sensory and Genjutsu enables the perfect support for enemies considered to be dangerously well-rounded, with little exploitable weaknesses. Immobilizing one with Genjutsu may prove to be pivotal.@LadyInInk
-Kaba Joukaku: Barriers offer defense while having a good offense. Because four A ranks and lazy reviews. Can his hard and offer good options to the team, especially vs the Versatile duo.@BladeX

Almost there. A few more meters, and the sodium would explode on the shark, and perhaps give the edge needed to end this conflict. There would be an ex machina in Sano's favor, however, under the form of hair senbon coming their way. The combination of the obviousness of the attack and Sakana's warning would be enough for Rumia to peer at the direction of the new assailant, and recognize the threat. Luckily for her, she was already hardening her being with the hollow shell, but the sodium tossing would have to be delayed. Enough so for the two Akatsuki members to poof away under the orders of the unknown Cockroach.

With Sano gone, the chakra he had emitted would vanish as well, purging most of the moisture in the area barring the acid rain from Kyoka's ability. Perhaps throwing away the sodium wouldn't be the best idea, though the beast would seem to be more bothered by the sudden retreat of her challenging prey. Teeth gritting as her broken, right arm seemed to heat up with steam escaping the many superficial wounds on it. In about a minute, the arm would be fully restored, as well as any residual damage on the lass' being.

"Tch. Tha' fish got lucky. Ain't gettin' in m'way next time. And neither are you."

A vicious glare was set the way of Sakana, filled with the ungratefulness one would expect of woman of her background. With a gesture, she'd order Kyoka to follow out of the area, where she'd come to notice most of the forest razed. Havoc's rampage would have gone almost unnoticed as the Shinrikyo was in her very own massacre. With the new about to be released concerning the casualties, Rumia could care less about the loss of a foreign Kage.

Under certain obligations, the ginger remained in Konoha. Something about respect and some questions from authorities. It didn't mean she had to attend the boring funeral however. No, the pub was going to be graced with her presence today. Beer after sake, it seemed this monstrosity could contain alcohol to an absurd degree. Sitting on the edge of the bar on an old stool, Rumia was oddly talkative, to the point where her loud voice would overshadow every other man's in the bar.

"... And the fucka's like 'Is tha' all y'all jounin got?' when we were kickin' his scaley ass?!"

A good chug. The Slightly red-cheeked but still coherent Rumia blathered on.

"Fruity fucks be all tryin' to get the attention. Freakin' dicks, pussies 'n' asshole, that's the only type o' people yer gonna find in this dumb hole of a shinobi world. Did I tell ya' 'bout why it's like that?"

With a snap of her fingers, the reluctant but compliant bartender would attempt to satiate her thirst with any kind of generic, strong alcohol. Booze was the best bet, as she seemed to never get enough of these, and it'd provide minutes of solace with the inevitable bathroom trips.

"Ehhh, maybe later."

She'd cool off, only to finally peer over at her neighbor she had supposedly been talking to.

"So where ya' from again? That Rain village or somethin'?" @Write

Water, ice, steam. It was all just too complex for the Shinrikyo to follow. Kyoka got out of the way with her fancy tentacle thing, and enabled a clean shot for Rumia to exploit. With the beam fired, it was there that the ice was the most noticeable, and prompted the monstrosity pout. Her tail returning to its initial jagged form once the remaining beam had pushed Sano away a few distances despite the new influences at play. With that, it was time to charge in once more.

"Pfft. Look at ya' squirm, fish-man. Pushed 'n' pushed, by lil' kids. So much so I'll almost call ya' a pushover."

Grinning widely, Rumia couldn't help but retort in an attempt to taunt the shark, and have her cousin exploit the inevitable faults to come with a wounded pride. Speaking of, a container would be sent her way, one she most definitely recognized the shape and use. But something was off, as her orange pupils remained fixed onto the aquatic behemoth. His hand extended, and chakra concentrated in one area. Rumia was not intelligent enough to actively find counters to attacks. But, like an animal, she'd charge forward.

Her swaying, vicious tail seemed to rattle as the upcoming attack. This time she was ready. Jets protruding her back and calves, and three tentacles the length of the tail emerged from her back. Widening themselves, before seemingly 'fusing', they'd form an improvised wing/shield to provide cover for Rumia. Portions were enhanced by the Hollow Shell, and her right arm pressed against it to offer more retaliating force to the upcoming blast. Upon impact, she'd almost feel herself immobilized, but the jets would pull through, while her 'shield' held tight. The tentacles were mushed up by the blast, and her forearm's bone broken from the violence of the aquatic blast.

But it didn't not stop the beast, and she could recover the container without it being compromised, as well as her body. Right arm steaming from the allocated concentration of healing while the mushy tentacles were sucked in back into her back, all she had to do was close the final distance.

Jets on her back flared, as her running speed surpassed that of those in this fight. There was a lot of water around Sano, with his being coated in the thing. That's all Rumia needed to know. She did not understand how Sodium would literally explode in quite the violent manner when in contact with water, but she knew how big the kaboom was, and that it worked. After experiencing it herself of course. She'd get dangerously close, jets enabling rapid dodging of potential pressure blasts or other jutsus shot linearly her way, becoming harder as she'd got closer, but that was the big high, the risk.

She'd rely on Kyoka and Sakana to cover her as she'd close the final meters, as another blast of pressure would certainly break her ardent endeavor. This timeframe would be extremely small, given her absurd capabilities in distance closing, but not out of the reach of the observation abilities of trained shinobi. If uninterrupted, in these final meters, she'd be coated in her Hollow Armor, and greatly lose momentum with her body armored up. The container tossed at the Shark's direction, with a paper bomb of her own added on the bottom. Nothing strong, of a weaker class made to distract over damage. With the explosion, and the range, the spread of sodium via the explosion would cause all the accumulated water from Sano's special ability to be exposed to the chemical.

A chemical with no ties to chakra, mind you.

The explosion would definitely have Rumia caught in it, though with luck he'd have her armor ready for the impact. One should just hope Sano doesn't opt for the hydrification method this time around.

Contact. That was almost unexpected, given the caliber of the enemy. But seizing the opportunity allowed Rumia to reap the fruits of risk taking, and damage the menace. He bled, with the blade on her forearm decorated by the secreted crimson from his flesh. Just as she would go for a follow-up, relentless assault, the giant seemed to create just enough distance to counter. What he would do exactly would be anyone's guess at this point, but the beast would remained hard focused on him. To the point where the buffer bubble and acid rain would almost go unnoticed to the wild Shinrikyo.

It was true, she couldn't tell what was coming. His hand movement indicated a form of assault, and her waving tail waiting for such an exposure to perhaps claim the presented limb. It'd halt, as if prepared to descend like guillotine and deliver the sentence imposed by the mutated monstrosity. But, as much of a wild creature Rumia tended to be in combat, her revolting symbiosis with the world around that, the nature that overfed her endlessly, would allow her to pick up on anomalies. Similar to sensors, though efficient mostly in closer quarters and to find big chakra boxes like Sano. The movement of chakra in the air, forming a distinct congregation of power in one area, would give away the nature of the assault.

Instead of slicing down on the forearm, which would be just a few centimeters more but the distance would be vital to proper reaction, she'd lower onto the gap between Sano's palm and her targeted being. The thick member she had spawned would serve as an improvised defense mechanism while her active arms would cross before her being, in the hopes to limit the impact of the Hozuki's attack.

"Shit."

The blast of pressure would most certainly be felt. The flesh of the tail taking the bulk of it, while the uncovered edges of her body would have to take an L here. Her body was propelled nonetheless, with the immense pressure on her tail dragged it backwards and crashed onto her crossed arms. It wouldn't help that her hips and small portions of her forearms were hit due to the tail's lack of girth. Nonetheless, most of the damage was sponged, coupled with her superhuman strength, it would not be a very big deal breaker. But the current problem would be to stop the momentum she had been imposed on her body.

With her massive might, her slightly damaged arms would attempt to shove her ragdoll'd tail to the side, the base of the member adding to the collective effort. It wouldn't be too hard, but by then she'd have accumulated at least thirty meters of distance. Once the tail moved aside to crash downwards to lose the momentum it had sponged, the lass would crouch down, mutated hand digging into the earth in order to forcibly halt anymore unwanted progression. Fourty meters away, Rumia had stopped, with her tail rising, clearly damage, and her limbs seemingly unharmed despite the residue they took. One could notice a slight emission of steam coming from her lower core, arms and mostly the tail, as they quickly regained their initial shape.

With a crack of her neck and a ball of red spit to the nearby grass, Rumia stood straight once more. Tail swaying, though not as swiftly as before, as she fixated the newcomer, Sakana.

"Trash girl? Pig fuckin' leaf faggots be ruinin' the fun? Figures. The fish is mine, thinkin' he can shit around them bigger fish."

Aggressive and with an accent as thick as ever, it did not seem like Sakana's presence was the most appreciated. Though no contestation would be made with the trapping of the Shark. Acid abilities were apparently blocked, but the man that had fused with that odd sword was supposedly trapped.

But obviously, this wouldn't last. The subterranean voyage ability was useful, but certainly not subtle. One did not need sensory to notice it, though Rumia did have it as a backup. It wouldn't be hard to see his trajectory, his target. Kyoka was Sano's next target, and the cousin wasn't going to have any of that. The recovered tail's jagged end would seem to prolapse into a cannon with a similar ball of energy as the big blast had forming on the tip. When Sano would poke his head to attempt to attack the Heisenberg, he'd be greeted with a blast of energy right at the face, thinner than the complete jutsu but most subtle in the process. A blast that, while it'd hurt, wouldn't serve to actually damage, but to propel the abomination away, dragging it with the beam. With his samehada fusion it would likely not be all that efficient, but certainly enough to keep him at bay until Kyoka could create distance.

Oh yes, and of course, absorbing natural energy in his fused state would likely not be the best of experiences. In any case, with the cannon fired, Rumia would once again prepare to propel herself toward Sano, and get him for herself.

Cannon fired, and nothing but dust and flames was left in its wake. Well, that and a lot of vapor, as it seemed Sano had resorted to utilizing a colossal mass of water and sharks to sponge the blast, and conceal himself in the process. To the nature 'sensor', the shark had seemingly melted into the body of water, only to have the sword still manifest a single point of gargantuan chakra. Rumia's blast was certainly strong enough to purge the counter, and prevent it from being an issue, though it seemed Sano was completely unharmed as he manifested himself once more.

A dull stare ruled in her eyes, one deformed and discolored, the other still normal, as the swordsman would now employ what seemed to be a flex of his malicious intent. The ginger squinted, seemingly untouched by the killing intent. Weaker or not, Rumia was a beast that frequently underwent moments of bloodlust and uncontrolled rage. An intent to kill was all too natural of a feeling to her. That and killing intent doesn't immobilize for more than half a second, if it'd work on this mad thing.

But Sano couldn't know that, and as such, she would capitalize. She had since landed, once the shark had manifested his vile intent. The fastest non-superhuman person can close one hundred meters under nine seconds. Here, we have around fifty once she'd land. Shinobi are also known to work in the supersonics, and frequently employed high speeds to travel through countries. Now, we enter Rumia, a person whom the physical might was not only abnormal, but had jets to propel her even faster. To say that she could effortlessly close distances when scales were this small would be quite accurate. Once Sano would devote his focus to the Konoha interloper coming from the air, she would capitalize.

The sword was raised, cancelling incoming attacks and filling itself with more chakra as she'd notice. Rumia's simple mind associated very little things here, and only assumed he was blocking her peer's attack efficiently enough to remove risks if she were to approach. Sakana was a good distraction, so she'd capitalize. When the shark would go for a counter to the water ability, the Shinrikyo would already be right before his massive body, body half-crouched and left forearm set before her chest, horizontally, and mutated into an axe. With one swift and brutal swipe, she'd perform a clean cut from right to left onto Sano's lower abdomen as he'd focus himself on Sakana, and perhaps even devote himself to casting hand seals for a new jutsu.

"Time fer teriyaki."

Her assault would be relentless once up close, as she'd take every attempt to prevent more than one hand seal to be cast, at the risk of Sano losing a hand. He would also come to notice the shadow of something long cast upon him. A jagged tail, stretched upwards and consistently swaying left and right, passively but also quite menacingly as if it were calculating his movement as a snake would. Rumia's tail was something he was to consider, beyond her attempt to slice and dice the man she'd keep at minimum two meters from her.
