Skills, in this setting, refer to special attacks, moves or abilities that one can use. It primarily refers to thigs like big, anim-esque named attacks or D&D related activated abilities, but there are also passive skills like swordplay, diplomacy, intimidation, etc. So, when you list skills, if the skill is a passive one, please specify that.

Bards, Clerics, Priests, Paladins, all of them can cast "buff" magic, which can have multiple effects on those around them. So yes, things like inspiring others, removing fear, raising focus or concentration, they're all there and available to anyone who wants them.

This is correct. You lot are playing as the dirty, unwashed natives of the fantasy world, you're not people who got isekai'd from the VRMMO.

If we want to make it really simple, we just say:

Every 10 levels you gain access to a new tier.
There are a total of 12 tiers of magic.

Lvl 1-10 = 1st Tier
Lvl 11-20 = 2nd Tier
Lvl 21-30 = 3rd Tier
Lvl 31-40 = 4th Tier
Lvl 41-50 = 5th Tier
Lvl 51-60 = 6th Tier
Lvl 61-70 = 7th Tier
Lvl 71-80 = 8th Tier
Lvl 81-90 = 9th Tier
Lvl 91-100 = 10th Tier
Lvl 101-110 = 11th Tier
Lvl 111-120 = 12 Tier

And use the various spells and stuff from D&D as a reference. Like, something on par with Magic Missile being 1st tier, while Lightning Bolt is 3rd Tier and Finger of Death is 7th~8th Tier.
That way, people can easily check themselves and see if their spells are appropriate for their current level.
Speaking of magic, what do you guys want or prefer?

Would you prefer a system like in D&D or Overlord, where all spellcasters advance through tiers or circles of varying power? Or do you want something more open like in an action RPG where you can pick stuff at random from a list, provided you have the level req for it?
No, they could not. That would be ridiculous, because that would mean that mages at level 20 would all be able to cast 9th tier spells, which is not only crazy, but also terrifying.
If you want to go with D&D logic, think of the level difference between the two settings. The typical max level for D&D is 20, whereas the max level for Oubliette Online is 120. As such, it would be reasonable to assume that you get a new 'tier' of magic in OO much slower than you do in D&D.
Of course, I don't want people to have to feel like total scrubs, you guys are supposed to be slightly stronger than average run-of-the-mill rank-and-file soldiers/wizards.
So, in the case of spellcasters, imagine that you get a new 'tier' of spells every 8~10th level, depending on how innately talented you are.

Alternatively, we could do something like magic tiers being progressively harder to reach, with tier 1 being available to any wizard of level 1~5, 2nd tier to those of level 6~15, 3rd tier to those of 16~30 and so on and so forth. I'm open to suggestions and ideas of course.

EDIT:

As @Chiro said. We're not bound to the same restriction or system, but at the same time, things have to be fair and reasonable. In a game where the max level is 120, it would be strange if you could do a spell like "Call Meteor" when you're only level 20 and haven't even come close to the end-game content yet. :P

Both ideas would work well enough. It's all up to you and what you want to play. ^^
Just makes sure you pick something that you enjoy, rather than something you need everyone else needs. If multiple of you want to play similar characters, the same classes or whatever, don't be afraid to do so, there's no "we can only have one of each!"-rule here. :)

I'll even include an example character, so you get the overall gist of things in case any of you have questions.
