Welcome to Baybridge, sequel to the RPG hit Verthaven. An original superhuman setting that is less about the caped crusaders, and more of a realistic look at what the world would be like if Superhumans walked among them. And the results... vary. These superhumans are collectively known as Metahumans, people afflicted with a strange energy that has enhanced them in some way. These Metahumans are global, and many of them are only interested in peacefully living their lives. However, it's been seven years after the worst Metahuman disaster of all time, in which a Metahuman - known as the Devil of Verthaven with the power to end the world - appeared, and attempted to burn all to ash. After her defeat, an era of great change followed. Whether for the better or worse, is up to you.

In Baybridge, it's a big city in Washington in which many Metahumans migrated into the city, hoping to find a sanctuary. You can be one of those Metahumans (Or a baseline human), and participate in this new story. Even after the Verthaven Disaster, no one is truly out of the woods yet. New threats, and old ghosts, are waiting for their moment, and it's almost time for them to put their schemes into action.

Baybridge is a character driven RP where the characters are the focus. There will be a deep and complex storyline, but the characters will be able to act freely within it and make their own decisions. The RP will be focused on the characters interactions with each other as they are pushed through a crisis.

The Theme of this installment would be genes, and the idea of a "perfect human being," and the lengths some people are willing to go in the pursuit of it, and the obsessions with genes. In a story that heavily inspired by eugenics. This RP will center around the battle against the mysterious Founding Family, and their forces as everyone puts their efforts towards stopping their goals, regardless of what they may be. The challenge comes in the mystery behind them, and who they may serve.

It's October, and a new Era is approaching.

2.1 Completion
  • With the abduction of Jiao-Long Liu successful, the Founding Family have everything they need to complete their sinister machine, and turn everyone in the world into Metahumans. But, they need the help of the Hands of Science's remnants to complete it. Which is why they are sending their personal dog to RAVEN headquarters to get him back. At this rate, however, the Machine will be done before anyone can assemble a proper counter-attack.




2.2 Urgent Invasion.
  • After the apparent escape of Cindy Keagan from Founding Family's hands, the Hound plans on leading an all-out assault on RAVEN Headquarters to recover Dr. Cross and her cohorts. Throwing everything they have at the RAVEN Headquarters, as the base is utterly burned to the ground. Will RAVEN be able to stop them?




1.5: Stargazer | 占星
  • Somewhere else far from Baybridge, trapped in the depths of a mysterious cult who calls themselves 'Polaris', a young boy is given a task: to "tell the fortune" of a rich businessman. However, this seemingly simple task is more than meets the eye... And now, the forbidden doors have been opened - into a surreal world beyond the realm of the West.

0.1 Towards Zero
  • It's a few months after the Eco-Natura battle, and the Overload Crisis, Baybridge is still recovering from the immeasurable damage they caused. However, a select few RAVENs are discretely investigating the organization that was behind both of them. They even branched out to other countries for this search. However, the world is more terrified of the threat of the Black Hound. A black armor clad assassin that has been killing British politicians left and right. The world fears this enigmatic figure with the symbol of the snarling down on his chest, and more importantly, where he'll strike next.




1.1 Oppression.
  • The Harvest Festival - that is hosted in Baybridge once a year - was meant to be a time where Baybridge is finally free to relax. However, due to a surprise visit by Deborah Javuant, the leader of DOVE, the Black Hound launched an attack to assassinate her. After the initial attempt failed, the Black Hound summoned his soldiers - the Intimidation Unit - to wreak havoc on the festival. Forcing everyone there to either fight, or run, to save themselves from this monstrous threat.




1.6 Caught.
  • ]In an attempt to retrieve the Mannequin and the last of the Hands Executives from RAVEN, the Black Hound has taken the Orchestra Mall in Courtbridge hostage. His terms are simple, and has no intention of harming the hostages, but would handling over three dangerous criminals to the world's most infamous terrorist be a great idea?




1.2 Cadence
  • After a disastrous Harvest Festival, the Black Hound not only failed to kill his target, but he more or less handed information on his employers to DOVE and RAVEN on a silver platter. All while Meifeng Zhao has retrieved a valuable package. Now, everyone is gearing up for the inevitable confrontation - but something does not seem right. The Founding Family is currently gearing up for their upcoming plan - by kidnapping people all over the city. It is a mystery what they are after, and what they hope to gain - but it can't be good for the world at large.




1.3 Reflection
  • With the threat of the Founding Family looming over the horizon, there is apparently a mole in their organization. Calling themself "The Man in the Mirror," this mystery person is contacting strangers who have been crossed by the Founding Family with instructions on how to go up against such an organization. Mostly ways they can get back loved ones who have been kidnapped.




1.4 Generation of Bliss
  • Jiao-Long Liu, a very important player in the Metahuman scene, is hosting a grand party for his son who is turning six this year. This is a grand event that many businessmen, Saviors, and more, will be attending. However, this will not go as planned, as Jiao-Long is a man of many secrets, and he holds secrets that have been hidden for generations now....




1.7 A Diplomatic Solution.
  • In the midst of all the chaos caused by the Black Hound, the Metahuman International Party - an organization dedicated to mending the damage between man and Metahuman - has decided to arrive in Baybridge before all hell boils over. They have been operating within the city by attempting to mend the damage, and hosted many speeches. However, the big event that the MIP are planning is a debate against a Savior Board Executive. In the midst of the revelation that the Saviors were behind the Pure, the MIP intends to improve relations between the two groups. However, the Founding Family intends to use this to their advantage...

|| Metahuman Information ||



Mutants, Freaks, Overhumans, Gods themselves... Commonly called Meta-humans are normal humans that were afflicted with a strange condition that has given them powers that defied the laws of nature and physics. Men with super strength, women who can teleport, children who can control nature itself. These powers are extremely varied. These abilities stem from a strange energy that resides deep within them. A green flowing energy that is known as the Meta-human energy. A invisible energy that is extremely hard to detect through normal means. This energy inhabits a Meta-human's entire body, from their skin, to their bones, to their blood. The energy isn't detrimental to them, or the environment, not even in the slightest, it can even be called beneficial. What is interesting is that scientists have observed that energy is the same, everyone has a slightly different form of the energy. Which is believed to be related to how no Meta-human has the same exact power. When a Meta-human uses their power on the outside world, a small amount of the meta-human energy gets projected and focused in that area. Such as a Water-Elemental controlling a cup of water will get some of the energy projected into it, until they cease control and the energy will return to their body. There will be a residual amount of the energy on it, however. It's so faint that it's extremely hard to even detect, only extremely specialized and complex technology can detect faint amounts of the energy. Another interesting effect the energy has is how it grows within a human being. Starting out with a small amount of the energy, until it grows as they develop and learn new things about their powers. Stronger Meta-humans tend to have more energy within them. However, there's a particular connection between high-stress situations and the advancement of powers. Under high-stress situations, powers rapidly develop.

There is no set age when powers develop. Some Meta-humans are born with their powers, while others won't develop until late into their lives. Powers received are sporadic at best. There is no way to predict what power a Meta-human will have, nor who will develop powers. Not even the strongest information-type can determine that. That said, any power a Meta-human receives is almost random. Completely unrelated to race, culture, education, or physical activity. It is also theorized that every human being has the potential to become a meta-human. However, there are such a thing as hereditary powers. Powers passed from parents to the children, or simply run in the family. These are relatively uncommon, but this is the reason why there are entire families of Meta-humans. However, while inherent powers do exist, anyone will get a different version of a passed down power. In what ways vary. Sometimes it's a slight difference, then other times there's a difference in function, or they will have an ability that nobody else have. Like it's been stated before, Inherent powers are uncommon, but there is a chance family members will get a power. Which will be explained below.

Meta-humans have a very particular effect attached to them: The Black Fall Effect. This has two main effects on the meta-human population. Firstly, all Meta-humans are subconsciously attracted to each other. So subtly that it's next to impossible to even notice. It causes the shyest people to head out and interact, or draws people to one particularly location. The more Meta-humans that are around, it will cause a "flocking" effect. The other primary effect is that those who spend plenty of time around other Meta-humans have a higher chance to develop powers themselves. It can't be a minimum amount of contact, it has to be years around Meta-humans for someone to develop powers. Which is why family members and close friends are likely to get powers.

Meta-humans are only capable of using one third of their potential strength, very similar to muscles. These natural limits are theorized to be in place so that they don't burn out. However, similar to flight-or-flight, high-stress situations allow Meta-humans to push themselves beyond their blocks, and develop them in the process. However, while powers are truly incredible, they come at a price. Powers have a toll on the body and mind. Excessive and unrestrained use would cause what could be described as physical overexertion. They'll get tired and weak from use, along with some bodily damage. Pushing powers beyond their limits in high stress situations cause even worse problems, and at it's most extreme, it may cause an effect known as "Ashing". This is basically an extremely deadly aliment where a Meta-human self destructs. Their powers shut off, and all their cells will die at an alarmingly fast rate. Their cells will drop off their body like specs of ash, and this process will continue until there is absolutely nothing left of a Meta-human. This state is extremely deadly, and there's a mere 4% chance of survival - Even if a ashing victim does survive, there are some permanent physical damage (Amputation, Brain damage, loss of powers, etc, etc - Are a few). Ashing is what Meta-humans truly fear, as any meta-human can ash if they are not careful.

The North American Metahumans were regulated by the NEST organization up until they disbarment. Now a new organization, DOVE, takes the reign and has a more socially aware way of dealing with Metahumans. Metahumans, young and old, are educated and made sure they are mentally well and adjusted. Assisting them in getting jobs, and are properly integrated into society. So far, DOVE's plans are certainly working effectively. The main thing that DOVE changed was how Metahumans were registered. Opposed to NEST's degrading habit of surgically implanting chips inside of people, Metahumans are uploaded to the DOVE database with their information, whereabouts, superpowers, etc. Their DNA are uploaded into the system, and each member of RAVEN/DOVE have a DNA scanner in which they can quickly access the database and access their information. DOVE, upon creation, has issued an alert so they can surgically remove all old NEST chips out of Metahumans, and register them in the new system (Since they're worthless now). However, criminal Metahumans are implanted with chips that can track their whereabouts if necessary.

To avoid scrutiny from the UN, and to avoid breaking several Geneva conventions, Metahumans are not allowed to join any official army, nor are they allowed to participate in any wars. There was always a prejudice against Metahumans, organizations in the past did what they could to alleviate it, but they couldn't do everything. There would always be people out that hate them. After the Verthaven disaster, the prejudice against Metahumans only increased by a thousandfold. People are killing Metahumans left and right. and tension is at an all time high.

However, another interesting fact was that the amount of Metahumans manifesting abilities oddly increased as if the Devil of Verthaven triggered something...

||| The Setting: DOVE & RAVEN |||



After the disgrace and the subsequent rebranding of NEST, the organization was split into two new agencies: RAVEN and DOVE. Founded a year after the Verthaven Disaster, each agency are meant to be improvements on the flawed NEST system. Hoping to succeed where NEST failed. DOVE & RAVEN combined are two organizations which handle the Metahumans of America. Both agencies are better regulated than the government than NEST was, and the entire structure has been changed. Instead of a grand council reigning full control of the agency, it has been changed to a sole chairmen making all executive decisions for them. Each of the two organizations tackles a different aspect of it; DOVE's best interest is the protection, social and mental development of metahumans, and taking steps prevent them from becoming threats in the future. RAVEN's primary objective is the investigation, apprehending, and detainment of Metahumans who have broken the law. Both organizations work hand-in-hand, as they are technically two sides of the same coin. Both organizations are volunteer based, long as people meet a certain set of requirements, they can apply to join either agency. However, RAVEN, due to it's rules, are stricter with their recruitment as they're higher stakes. Many people have also been formally invited to the agencies. Namely Metahumans, as the two agencies will need everything they got (Along with giving Metahumans solid jobs).

Training is long, and grueling, but generally only takes two years to become an "Agent." Training gives recruits military grade training, and a wide set of skills. Firearm training, hand to hand, and training on how to deal with metahumans in accordance to their respective agencies. Except, DOVEs are only given basic self-defense training (Firearms, and whatnot) - their training veers more on psychology/sociology, and social work, so they can take steps to ensure the healthy development of Metahumans. The agencies, surprisingly enough, are very rooted in the military. They go off a similar ranking system to the US Army, with all Agents starting out as private (Or more accurately, trainee), training until they reach the rank of officer, in which they are deployed on the field. They are given the best training, equipment, and funding, the government can apply. They are equipped with an arsenal of weapons, a fleet of vehicles (Each with a RAVEN/DOVE) logo on them, and other high tech gadgets. Also, their colors are both black.

Both agencies work throughout the US, Canada, and Mexico (Though in the case of the latter two, this is merely part of an initiative to encourage co-operation between the US and its neighbouring law enforcement agencies). They are primarily situated in the United States. They have an outpost in every major city - they are in fact designated from a one to hundred number depending on the size of the city (EX: New York City is 1, Los Angeles is 3, and so on). The Canadian and Mexican co-operative branches each have their own respective offices, which operate in a similar manner to an embassy, assisting local law enforcement and metahuman management agencies in cases which link to the US. Special designations can be applied to a depending on the circumstances. Much like how it's predecessor worked, each major DOVE/RAVEN base has a Director who oversees all operations within the city. Each member of either organization works out of their home city's base. DOVE/RAVEN cities are so closely connected that, should such a threat demand it, forces can be allocated from other cities.

Much like the military DOVEs and RAVENs are often transferred from city to city, often working in another city for years before they are returned to their assigned city. Both RAVENs and DOVEs have access to DNA scanners that allow them to access the national metahuman databanks merely by running it over a Metahuman.

|| The Setting: The Academy Program ||



The Academy Program is a world-wide organization that works in conjunction with the many governments of the world in order to produce safe learning environments for young Metahumans to use their powers. They are a global organization that caters to this specific goal. There are 32 Academies based in North America. Each Academy is jam packed with the best technology and learning environments a person can have.

The students are the purpose of the Academy, for they are trained in how to use their powers in accordance to their nation's standards. The students are given real skills so they can possibly survive out in the world. The main thing the students are put through are trials, some of which are tackled in groups whilst others are faced alone. Students are scored based on how well they perform in these trials and those who score higher have a tendency to graduate at a faster rate. The Academy excepts a wide variation of student age groups, with ten years being the minimum age whilst the oldest tend to be found in their early twenties, all coming from a variety of different backgrounds .. There are three types of students. "Fresh" students are the boys and girls that are fresh to the Academy. "Returning" students are those who have attended the Academy before, and didn't meet the criteria to get their Certificate. "Full" students are the people who choose to live on the Academy full time, either to get an education there, or because they don't have a stable home to head back to. That's one thing that the Academy Program is known for - they house Metahumans who are wards of the state, where foster parents are incapable of taking them in.

The Academies are usually staffed by Metahumans (as that's the best way to teach someone how to use their powers), but they are also staffed by regular people. Many of these empowered teachers are known as Instructors. The Instructors are Metahumans that teach the students how to use their powers in efficient, safe and practical manners. There's a large team of them, though nowhere near as many students. Each of them specializes in a different type of power. Whether it's Elemental training, or Shape-shifting and transformations. They do it all, and they can help their students.

To say the Academy program was a massive success would be an understatement. Thousands of Metahumans attend the academies, and leave as graduates, fully prepared for society. The Academy Program has roots far back to the very start of Metahumans, as they sprung up some time after Metahumans were revealed to the world, started by one woman named Hannah Swam who pitched the idea to the US government. After the first "official" Academy, which is now known as Academy 3, was created, other academies were created across the US to provide training to young Metahumans. Following the success of the first Academy, the other thirty-two Academies were established. Despite this government support the Academy Program has become largely independent from the US government with minimal oversight beyond DOVE's involvement.

On that note, the US Academy Program works very closely with DOVE - as the latter group often sends Metahumans to Academies to socially and academically develop in a safe learning environment, and come back with knowledge of how to properly apply their powers. Many students who attend the Academies find employment with RAVEN or DOVE and because of the deal between the Academy Program and the US government, there's always a few members of DOVE on hand at each Academy, though RAVEN is also known to make a presence when necessary.

Baybridge started out as several smaller towns in close proximity to each other in a seemingly isolated part of Washington state. Due to it's unique geography, it was quite difficult to get to the land. Sandwiched between a massive mountain, and a massive lake, seemingly the only way to get to the land was by crossing the lake, or going around the lake. After an explorer wanted to find out what was on the other side, he took a team with him, and then discovered a wide track of undisturbed fertile land. He moved in with a group of people, and built a settlement. This was the first of Baybridge's founding towns, Prince Ed-Field, as the settler (named Edward) tried to declare that this land belonged to him. However, that became difficult when other people started moving in to claim the new land. Forming the four other towns would eventually become Baybridge, Silver Hills towards the north (closer to the mountain), Hedgemount towards the east, Roseview towards the south, and White Coast to the west - which was built around the lake.

As time passed, a bridge was built over the lake, and then the city began to see much more activity, and began to boom during the early 1900's after World War II. The five towns began developing into cities which grew and expanded over time until eventually they began to overlap a bit, making it incredibly difficult to set boundaries. However, in 1950, it was decided that the five towns would be unified into one city: which was named Baybridge - named after the bridge that caused the city to become a metropolis. Fast forward to central times, Baybridge is a massive metropolis in north-west Washington. Each of the former towns are their own part of the larger city - they can be called different sections of the city. They're somewhat spaced out from each other, being nothing more than a long walks away from each other. The best way to describe them now is "Districts," since they're different communities of the city with their own distinct characteristics. Each of the people in each of these former towns regards themselves as their own communities.

Baybridge is east of Seattle, though the city is much alike it (though some areas can also be compared to Spokane, or Bellingham). It's technically much larger than Seattle, but much of Baybridge's arces of land consist of miles and miles of woodland, farmlands, and etc. Not every inch of Baybridge consists of a sprawling concrete jungle. The five towns are where most of the population is. Baybridge isn't that much different from other major cities in the US. It has tall skyscrapers, booming businesses, and whatnot. The city has a little bit of everything. It's not particularly known for it's tourist attractions, nor it's large boom of tourists. However, Baybridge is known for it's rather diverse population. While Caucasians make up a large majority of the city's population, Baybridge is also known for its relatively large Asian community, which makes up the second largest ethnic group - leading to Asian stores being a common sight. Filipinos have the highest population, followed by Chinese, Korean, Vietnamese, and Japanese coming in dead last. African-Americans are the third main ethic group, followed by Latinos, Native Americans, and Pacific Islanders. Because of this diversity, Baybridge is known for it's variety of different stories, and buildings.

Recently, Baybridge received a boom in population as people moved towards it in the aftermath of the Verthaven disaster. Most notably, Baybridge was selected to be the headquarters of the newly formed RAVEN/DOVE branch of the government which drew their Agents, and Metahumans to the city. This increase in population gave Baybridge an economic boost, and more or less turned Baybridge into one of the many Metahuman hotspots.

Baybridge is also known for it's two unique geographical features. First, the massive lake known as Lake Fair Cove, which stands on the east of Baybridge. This lake is large enough to separate Baybridge from the outside world, necessitating a bridge to cross to it, or the roads that go around it. This lake isn't directly connected to any major rivers or oceans, so there's little traffic going through it, which makes it great for people to rent boats and go out on it to fish. However, many have found that it's surprisingly deep. The other main feature of Baybridge is the Ever Reaching Mountains. A very tall mountain range that forms a crescent around Baybridge. It's very difficult to get past the mountain - however there are a few resorts set up on it. Because of these features, the only way to get in and out of Baybridge realistically was by crossing the lake on a boat, or going on a long trek around the lake. Now, the Brave Water Bridge provides easy way in, along with the roads alongside Lake Fair Cove.

The weather in Baybridge is quite fair. It's not known to get hot, but it can get quite cold during the winter months. Baybridge is known to be a very rainy city. During the fall and winter months, Baybridge gets much rain - though it can be rainy in the summer. Baybridge also gets snow, at least eight inches during the winter.

Nice. I'll start work on a sheet tomorrow, but a question on a slightly weird power concept - what would you say to a character who could create and control colonies of a species of, like, rat-sized insects?

Muh first sheet is coming along quite nicely. Just to be clear, do we need to post them in the OOC for approval first, or just go right to the characters tab and edit as necessary?
