The way I planned it is that Japan officially stayed neutral and stayed the fuck out of any real conflict with its army and was willing to act as a neutral territory for treaties or something.

Of course, there was plans on assisting the Han since it would have been in their favor to have a friendly neighbor. ONI also had its hand in some shadowy fuckery of course, nothing official on paper tho.
