Hey, you know what's annoying? Being self-centered. Getting mad at people for doing something instead of something else when they're just having fun sucks. Gotta love self-loathing, too.

For those who want to know the original lore/systems/etc. Which pieces if any are taken in for this are obviously up to everyone, especially SecretlyDiscord.
My vote on bomb collars is that they stay. Explaining away a force-field that neutralizes powers would A) be very difficult and B) undermine the whole premise of the story. If normal people have technology that can just prevent powers from being used, then there's no reasonable need to let them keep their powers or treat them differently than normal people. Even the "turn them into superweapons" idea wouldn't make sense, because if they have something that can defend against the powered people then surely any enemies would get the same tech in a short enough amount of time. Collars that explode/inject poison/etc. when detected outside of a certain area or on command would make more sense, and workarounds for travel using extradimensional methods are much easier to come up with. Even with a unified world government, it would be unrealistic to think there weren't at least terrorists and resistance factions out there, some of which might manage to take over a compound of their own under the radar.
The collar being grafted onto their necks might not be necessary, and if we keep it as exploding within three feet of the forcefield then we know that it's relatively far away from the edges of the compound and will almost certainly have markers to show distance away from it, since having a bunch of powered people getting killed by accidentally getting too close would be a waste of resources. Unless the forcefield is highly visible, of course. Or simply keep the high walls around it as a marker.
I could probably come up with a good ID system if given a few days. Off the top of my head would be: TEF149-XXXXX based, obviously TEF149 being the compound, so if we use the first two digits as the district they were born in (since world travel would be common in a unified world government) and the third as type of power (kinetic, empowerment, weakening, transport, alteration, manipulation, influence) with the fifth and possibly fourth being the classification number for the specific power, OR since the compound can only house 100 inmates, it could simply be their arrival number 00-99. So someone with two powers or a power that can be applied different ways would have the fourth digit filled with a letter just like their third digit.
Example: Someone who can cause water to freeze would be --A--, whereas someone with hydrokineses who can also cause water to freeze would be --KA-.

Anyway, those are my suggestions. Have at them.
David, you're on explanation duty for the SE rp now. I've done my portion, it was your idea. :P

@TechspertUmm.... this is a race. You usually don't try to take out the competition

@DarkwolfX37 who did she know who should was throwing at? Also even with her partners directions she's blindfolded she wouldn't be able to see where to throw the shoe. Did she put the end spoon with the egg in her mouth?

She didn't. She just threw in the directions her partner told her. I put the target for the convenience of the other rpers, and to keep consistency with David's directions.
She knew where to throw because of David's directions. You know how people will use a clock to represent directions relative to a person? Like when someone says "watch your six" it means "behind you," because you're considered the center of the clock? So David saying -"Kari, your first opponent is at two thirty three point five, moving at a slow rate that changes at approximately a tenth of a minute per second relative to you."- means that the target was at a 75+ degree angle to the right from where Kari was facing, and the rate of change was to show the change in position from where she's facing as time passed. She knew the direction of the goal, so him not specifying that it was a negative rate of change (as in, the "minutes" were going backwards in time) didn't affect her because she assumed her target was moving towards the goal.
She put the spoon with the side holding the egg sideways in her mouth. Since spoons are bent the egg is still technically in/on the spoon, while actually being held in place by her teeth structure.

In a twisted way, this is kind of both David and Dark's MOs. Just without the sex.

You're so quick to assume the best of people.

I know. It's a terrible trait of mine.

There is no downside to ruining the performance of your opponents when it's not against the rules.

The person responding to you is so hard to understand.

Ikr. I'm not sure english is their native language.

Check the SE RP in about two minutes.

I did quite enjoy that.

"Kari, your first opponent is at two thirty three point five, moving at a slow rate that changes at approximately a tenth of a minute per second relative to you." David surveyed the other half of the field, looking for others.

@Demonic Angel

"And your second opponent is at eleven nineteen, moving at a slightly brisker pace, approximately an eighth minute per second relative to you. Both eggs are exposed and unprotected. Take them out.

Kari quickly put the egg and the spoon in her mouth sideways, so that the egg stayed on the spoon and in place due to her teeth. Despite the music playing in her ears, she had heard her partner perfectly. "Aought et." She confidently followed David's directions and turned to face Scarlet. Hmm... What would be the best option here? Probably... Kari carefully reached down to take her shoes off, keeping her upper body bent so that her head stayed level to the ground. She took a shoe in each hand and stood back up, taking a moment to calculate the change in position that David had told her before throwing her shoe directly at Scarlet. @sassy1085
She quickly reverted back to her original position and calculated the second position her partner had given her. She accidentally threw her second shoe slightly ahead of her target, to where Chimera was in the process of stepping to. @Demonic Angel
