I'm gonna go with "Violet accidentally blew herself up and was caught shortly before Luna" just to make everything simpler on... pretty much everyone. 
Which means that her stuff would still be on the roof, and I'm assuming they took away her guitar case, but would they have taken away her bracers and would they have searched the scene enough to have found her stuff on the roof? If they didn't take her bracers, how thoroughly would they have looked them over? 
Further question: How long should I assume she was unconscious? (Since that'd be the only time they could touch her without getting stuck in her field. I updated her power to make her more vulnerable since I realized I forgot to before.)
Another good question is if they strip-searched the child or if they accidentally knocked against her back to notice the backpack under her clothes. 
Was she conscious or asleep when she was put in the cell, and did being put there wake her up?

Not to say that you can't escape the cops, but would you say that Violet has more or less mastered her abilities? Originally, everyone from either location was supposed to be in the learning process as to their powers, to even out the playing field a bit more.@Xandrya

Nowhere near it. It's just that the field is always active, and that makes it difficult to capture her without trying to kill her and getting lucky. At best, she knows how it works, but it's like trying to learn to control muscles that were grafted onto you so she's only got a very basic grasp of her powers. Pretty much just enough to be able to move and a little bit beyond that. That's why she had trouble just knocking on a door effectively.

I mean this is the least dickish and most genuine way, but I really don't see how they could arrest Violet, honestly. Unless they got her while she was asleep, and then there's the problem of them having to not wake her up, and if they took her bracers off, which would make sense since they could be used as weapons, she'd just float away. If they just shot at her, especially non-lethal, it would take some well aimed shots to knock her out, and just trying to grab her wouldn't really work either... Did they run her over with a truck or something?
Also... Luna and Violet are female, but who's the third female in the cell? JJ? Where did Ashton go or is he removed now? What about the people in the Hills?
