Indeed, she's. And the character you are talking about is Nio, from Akuma no Riddle (Riddle Story of the Devil), the exact same one on many of the gifs on Windel's sig and his current avatar.

Naturally if she uses light attacks then he isn't immune to that and can't just absorb it, but because she is a robot he'd just go for her directly if he had a choice. Wouldn't matter either way because if she has infinite power then it wouldn't matter how much he tries to absorb from her. She wouldn't even slow down or feel a drop in power capacity, unless her core works differently then I'm expecting. The alternative would be that it works in "waves" rather than continuous "flow", in which case Gil could shut her down periodically but she'd fire back up without any damage or fucks to give.
Either way he wouldn't be able to just shrug off her attacks.
Her core is a fusion reactor, for obvious reasons it produces a continuous flow of power that's way above what she needs to operate, that's why she has a power broadcast system. Actually, she can also work as a wi-fi hotspot and provide free connection to the internet/TV/etc, if she wants to, that is.
