I made two updates on the main post. First, a better explanation of how S.P.E.C.I.A.L. and Skills will work in the roleplay. Secondly, I added two images that show the explorable area of Montana for this chapter of the roleplay. Everyone please go take a look when you have the chance.

All of that is pretty much what I was thinking, though I do not want to worry to much about the actual numbers. Instead, when a player picks a skill, it will help overcome different challenges they will be faced with. They can take time to improve upon them from different areas of the RP stated in the first post, and eventually learn new ones through the same methods. (Aka they will have to earn them.)

@Zyx Implementing a leveling system would make the roleplay overly complex and difficult for all of us, in my honest opinion.

@udonoodles & @Zyx All good questions, here is what I have.

1: Post Fallout 4.

2: NCR is currently in control of Nevada. (But war still wages on between the factions.)

3: This is actually still a W.I.P. since I am trying to see how I can most effectively implement the system into the RP. My idea for the moment is to just have players pick those three main skills. As the RP progresses, there will be times where characters can talk to an NPC, learn from books, or practice on their own to improve a skill of their choice a little bit. This way, no points will be needed. I am, however, open to suggestions on how better to make this work.

4: Yes, Pip-Boys are allowed as equipment, but please just give a good reason as to why your character has one.
