Not quite sure if this should go into characters nor if this is the right way to apply. :P
Name: Parrot
Age: Twenties to Thirties
Birthday: It's not recorded.
Magic: Stealth, Archive (Limited fighting), Spatial (Teleportation), and a few others (though extremely limited)
Magic Level: A (really C in terms of fighting...)
History: Not much is known about Parrot. Records up to his teens are absent. His origin, his age, and his original name, are all a mystery. The story goes that he suddenly appeared in the forest East of Magnolia. He was found injured in the attire described below. When he was nursed back to full health, he simply, disappeared. There are reports of him being at two places in one day, when those two places were half a world away! It is said that he had settled near the Hakobe Mountain, though regularly visiting a few special people everyday.
Also, it can be deduced that Parrot knows many things that he shouldn't, considering the reports of him being nearly everywhere. His extensive knowledge and where it ends is not known. He may know where your keys were last week, or where something very powerful may lie...

Motivation: A deep curiosity with the world around him.
Appearance: Parrot is more or less five and a half feet tall and has a lean build. He has vibrant green hair with streaks of blue and red at the sides (like an Eclectus parrot). His eyes are a deep shade of green and his eye brows are a woody brown. When studying or outside, he is seen wearing a cloak similar to the color scheme of his hair. Also, he has a pet Eclectus parrot that accompanies him except on missions. When on missions, he usually dons enchanted cloak that changes appearance based on the surroundings. Without fail, you can see him wearing sandals if you lift up his robes.
Additional Details: His pet bird, an Eclectus parrot, is actually enchanted. This particular bird can speak just like a human can. The methods Parrot used is not known. He will not divulge the secret to his talking parrot, nor the information he's stored up in his Archive and mind. He has lots and lots of information due to him bouncing around. He may have knowledge on the performance of the mythical lost magics such as slayer magics. Along with ancient magics, Parrot also loves to study nature and its functions.

Alrighty then, I'll take first crack at your CS. First of all, if you want magics like that, you need to either A)decrease the class of several to D or below or B) limit the number of magics he knows and pick one to up to at least an A rank. Second, stealth isn't really a magic so much as a skill, so it's not something you HAVE to list in magics unless you can make a magic that's entire purpose is stealth, like a Rogue in WoW. Thirdly, lots of knowledge for a character who's backstory is just a bunch of "no records have been found." I hate to say it, but unless you can provide at least myself and my fellow GMs a good reason via PM, as I can understand wanting to keep surprises for your fellow players, I'm not sure I can allow that much knowledge. In fact, until my first and third points are addressed, I can't OK this CS.

All that said, this is indeed the place to post a CS for review.

Also, when you post a CS for review, make sure you mention myself, Caits and Expolar so we see it. Too many times do we miss CSes because they're buried in the flow of the OOC.

Also before you post, you should know a few things. One thing being that the Magic Games didn't really end as expected. Here's a link that has the post of if being cancelled. But in short, the Queen of Fiore didn't want a possible spy (from another country) in the city to be too nosy in the games and see what kind of magic power that Fiore has.

Other things would be members of dark guilds cause a bit of ruckus in the city of Crocus. They were dealt with, but with how things have been since the games started, the Council have added some security in the ball. My memory is a bit fuzzy about this because I can't remember who mentioned it, but there are some more security in the the city as well. Someone please tell me if I'm right or wrong. But you could probably interact with some of the Council members like Sayatachhi Nijiko, Carrie, Rosalina Idwal, and Grane (that's once I make a post of him being there). You could probably speak to one of them as one of your characters to see what they missed.

Another thing relates with Leslie Hall's two characters from the Council that you might remember. Leslie decided to drop those two characters and put a new one in their place. That would be Rosalina Idwal.

Just some clarification, there was no EXTRA security, just normal security. Concerns raised about the dark mages in Crocus were mainly mean jokes made by various characters about the ineptitude of security caused by boredom.

Jack wasted no time once the Ace had retreated and fired a flurry of beams at the suit before firing his CWIS cannons to test the other suit's barrier. "Or you could do your damn job and give us support, Care. I'm not in the mood for your crap right now." Holstering his rifle but keeping his shield, James draws his beam saber. So far it seemed the enemy Ace preferred to fight up close, so James would oblige him.
