[ You’re under arrest. ]

𝙽𝚊𝚖𝚎:
Augustus Heraclitus Coburn

𝙰𝚐𝚎:
27

𝚂𝚎𝚡:
Male

𝙰𝚏𝚏𝚒𝚕𝚒𝚊𝚝𝚒𝚘𝚗:
The Europa Policing Authority

𝙰𝚙𝚙𝚎𝚊𝚛𝚊𝚗𝚌𝚎:
Coburn has the sort of average good looks that don’t afford him much attention. Brown hair, brown eyes, and short stubble, adorning a face that doesn’t have anything particularly remarkable about it besides a slightly crooked nose, a permanent mark from when his parents’ repair store was robbed by human purist. Standing at 6 feet, he’s relatively fit, his muscles well-formed but ill-defined, covered by a layer of fat that indicates an irregular exercise pattern. A tattoo of a spider runs from his right shoulder down the length of his bicep, typically covered by his coat and so abiding by the EPA’s dress code.

𝙿𝚎𝚛𝚜𝚘𝚗𝚊𝚕𝚒𝚝𝚢:
A usually quiet man, Coburn tends to sit back and let his surroundings do the talking; observant by nature, he takes every opportunity to analyse in his silence, a habit he picked up during the many boring days and nights spent observing the patrons of his parents’ store. His worldview is one that many would consider naïve – while he’s not necessarily optimistic, he believes in justice and the inherent goodness of people – that, if presented with a problem, they’d at least endeavour to do the right thing. He’ll speak openly of and defend his beliefs when he feels it’s necessary, remaining purposefully ignorant of the reality of agendas and self-preservation – and that stubbornness carries over into everything else. He’ll work on a case until it’s done, even when told to drop it. No hunch goes unfollowed. This will occasionally see him clashing with his superiors, as disobeying orders and sticking strongly to his beliefs tend not to mesh well with the bureaucracy of police work.

ANALYTICAL NAIVE OUTSPOKEN STUBBORN

𝙱𝚒𝚘:
Augustus Heraclitus Coburn grew up hearing much of his family’s once great wealth. His name, Dad would tell him, was his only link to it, the one thing that he had left of the Coburn family’s prestige. Mum, on the other hand, would tell him that she was just a big fan of Ancient Greco-Roman history, and that his dad liked to hold onto a past better left in the mid-twenty first century – the days when great-great-grandad Tyrell Warren owned a multi-million pound cybernetics corporation whose greatest achievement was the big Bionic Materials Scandal of ’74, after which any wealth the Warren/Coburn clan held went by the way of bankruptcy. She’d explain that Dad felt bitter about being made to live in Europa’s DST-12-EAST when luxury had been within his family’s grasp just a few generations ago; running a cybernetics repair store was practically slave labour compared to running what could have been one of Terra’s leading corporations by now. And while Augustus wanted to relate to his father by mirroring his frustration, as kids do, he couldn’t really complain. He enjoyed working in the store, learning the ins and outs of different augmentations, and the colourful personalities that made up the district were an interesting (if dangerous) bunch. His childhood was a good one, made better not because his parents shielded him from hardship, but because it was always there, just another part of his life that he accepted and learned to live with.

His parents both passed away early into his adult years, his mother from heart failure, his father from… grief. Seeking purpose, Coburn drifted from job to job, never really finding anything that stuck. It was then that he found a “home” in a small apartment at the same district he grew up in, sharing rent with another drifter named Django Ellis. Eventually the drifting stopped, and Coburn found work with the Europa Policing Authority. Finding his calling, he worked hard to get to where he is, making detective after years of diligent labour on the beat. Partnered with Vincent DeSilvio, he’s been on the job for just over seven months now.

𝙳𝚒𝚜𝚝𝚛𝚒𝚌𝚝:
DST-12-EAST

𝚆𝚎𝚊𝚙𝚘𝚗(𝚜):
» Standard issue EPA handgun

» Standard issue EPA Taser; tends to short-circuit most cybernetics

» Riot baton with a switchable electrified setting for dealing with heavily augmented persons, standard issue

𝙰𝚛𝚖𝚘𝚞𝚛:
» EPA issue bulletproof vest: a thin vest that at first seems too thin to actually stop anything. The vest is made of self-hardening carbon nanotubes that tighten upon high impact. Light and more reliable than old issue kevlar vests, there have been complaints on how uncomfortable the vest gets when it "hardens". The vest also does little to protect against slashes; only hardening to direct stabs: another complaint about the vest.

𝙲𝚢𝚋𝚎𝚛𝚗𝚎𝚝𝚒𝚌𝚜:
While Coburn spent much of his time around augments as he grew up, he was never one to think about getting any. The cybernetics he does have were installed in order to make his job easier, and are all approved under the EPA’s by-laws.

» EUROHACK™
A hacking augment, approved by EPA by-laws and developed by its eponymous megacorporation. Embedded onto Coburn’s left forearm, it can establish a connection with almost any piece of computerised tech, containing a series of programs and executables that streamline the hacking process significantly, while also retaining the option of manual coding. Obtainable only through the EPA and the EDF, the EuroHack™ automatically sends out requests for and receives warrants upon its use – a formality more than anything. EuroCorp’s word is law.

» DETECTIVISION™
The aptly named DetectiVision™, developed and manufactured by EuroCorp, is an evidence detecting system contained in a chip embedded at the base of Coburn’s neck. It tracks, points out and files away evidence into Coburn’s personal database via video, still images and audio, and manifests itself through an optical display projected over his retinas. It can also pick up on body language, helping inform Coburn whether someone’s lying, and is connected to the EPA’s EuroNet database, able to display information such as arrest records and send out an APB on the fly. It’s controlled via a small detachable wristpad.

𝙰𝚌𝚌𝚘𝚞𝚗𝚝 𝙱𝚊𝚕𝚊𝚗𝚌𝚎:
Enough to pay for two apartments' worth of rent and to buy every cold, black drop of Django's deadbeat soul.

𝙾𝚝𝚑𝚎𝚛:
» Coburn has a roommate, Django Ellis. Loud, vulgar and very poor, he came to live with Coburn years ago, and is the closest thing he has to a friend.

» Thanks to the time he spent working with his parents at their store, Coburn came to know the many models, types and brands of cybernetics intimately, able to recognise many at a glance.

» The future is now.

𝙰𝚙𝚙𝚎𝚊𝚛𝚊𝚗𝚌𝚎:
Spades isn’t exactly your average person, though that is quite obvious from the augs which riddle his entire left side. But beyond that, he is rather tall and bulky, standing at 6’4 and weighing close to 245lbs of pure muscle. His hair is kept short in a military-esque buzzcut and he prefers to keep any facial hair as a simple goatee, no mustache. Tattoos cover his body, though ending at where his augs are, and tend to depict a deck of cards.

𝙿𝚎𝚛𝚜𝚘𝚗𝚊𝚕𝚒𝚝𝚢:
Spades isn’t exactly what one would call a gentleman, then again some people just wouldn’t even call him a man anymore, though that hardly bothers him. His job is violence and he is damn good at, especially enjoys it too which just makes that another plus. It is rare to find Spades having an actual conversation with someone that isn’t focused on how good their sidearm is, how many kills they have, or what their latest job was like. Though, really, it is rare to see him actually talk to someone unless he is fuck all hammered and seemingly oblivious to social cues.

However, social cues don’t really matter when it comes to doing a job and it definitely doesn’t matter when a EPA comes around while you’re breaking down a door. As much as Spades loves money, he also loves to not be in jail and to not be dead. Possibly one of the reasons why he is less than willing to accept an offer to be bought out of a job, though the other reason might be his debt to the people that saved his life with the augs he was given. After all, debts gotta be paid whether you are dead or in prison, though it’d be pretty hard to collect if he was dead.

Locating Data File: Wehrner, Jack
Status: Deceased

Jack Wehrner was born to a middle class family and was well taken care of, especially due to his Father’s position as a member of CorpSec, an occupation Jack would later take himself. His live in Europa was rather simple, he attended school and did as he was told, he played with the other children. However, at age 5 his Father died in the second war between EuroCorp and Korporat, an event which soon caused much turmoil in his life. After the death of his Father, Jack’s Mother took to heavily drinking and abusing drugs. She sought work in unsavory parts of town and they had to abandon their apartment for a shitty slum apartment so that they could afford rent. Though, this did not mean Jack was any better off for it.

Soon after taking up residence in the slums, Jack was forced to work for pennies with his Mother at the back-alley restaurant. His education was abruptly put on halt, only attending schooling a few hours every night and even though only receiving basic education. There were many times with the young Jack and his Mother were faced with either losing their home or starving, neither options being ones either wanted to take. However, as Jack grew older, he soon found himself facing a plethora of jobs available to him.

Over the course of his teen years, Jack worked odd jobs and helped him Mother out as much as he could, though he secretly kept his mind focused on his one and only goal. Jack wanted to be a member of CorpSec, even if it was EuroCorp’s fault that his Father died. Upon turning 18, Jack entered training to become CorpSec. He went through training not too different from that of military or a cop, though less focused on the legality of what to do with their detainees. Upon turning 19, Jack was welcomed into CorpSec as a recruit.

Jack’s service was uneventful. Jack service ended abruptly due to a gas leak related explosion which resulted in his death.

Encrypted Data Detected, Decrypt?:

Decrypted:

Jack Wehrner was severely injured during combat with data jackers in one of the labs. A makeshift grenade had been thrown at him, likely with the intent to kill, however his training had allowed him to dodge away from the majority of the explosion. However, the shrapnel from the explosion shredded the left of his body and he was forced into a medically induced coma until his CorpSec Captain could make a decision.
Wehrner was subsequently discharged and left in the hospital, his wounds healed however extremely crippled and requiring life support due to damage to his lungs, heart, stomach, and other vital organs. He is to be pronounced as dead and his Mother, widow of Gerald Wehrner, is to be paid for her loss.

Subject: Spades
Affiliation:SinDicate

In the March of 2993 an individual was noted appearing in areas of District 14 where heavy gang violence was noticed, though he showed no signs of involvement in the violence at the time. It is assumed that this was the first appearance of the subject of this document, Spades, and the beginning of his involvement with the gang known as SinDicate. Spades soon resurfaced after EPA officers [REDACTED] and [REDACTED] responded to a call of intense gunfire on the fringes of District 14, upon arriving they found the criminal fleeing the scene with a two others.

Civilians in the area recounted how Spades and four others had approached a small gang, local to District 14, and demanded that they join SinDicate or die. The gang supposedly laughed it off calling Spades a ‘Tinman hunk of junk who’ll be better as scrap than a dog for SinDicate’. Spades repeated himself to which the leader of the rival gang responded by attempting to stab him. The events which happened afterwards were what the officers arrived to, the entire other rival gang brutally murdered and only one member of SinDicate killed.

Little was heard of Spades until he surfaced once again during the riots of ‘94, though seemingly done so under his own reason as he was not accompanied by any members of SinDicate. It is believed that he was suspect to the injuries of several officers due to molotovs and a stabbing, though none could clearly identify him for these crimes. He once again appear towards the end of ‘94, this time in an EPA raid on a club suspected of harboring illegal augs. Upon entering the building, they were met with resistance beyond what had been suspected. After almost half an hour of fighting, EPA officers were able to take hold of the club, though with minor losses and being unable to capture any living members of SinDicate.

A mole inside SinDicate soon surfaced with information about Spades, information which proved valuable to the EPA officers tasked with keeping track and attempting to arrest him. Spades had, in fact, appeared in SinDicate in late 2992, though very crippled from an incident. At the turn of 2993, he was seen walking through SinDicate’s territory with augs where his crippled limbs were, seemingly provided to him by the ever gracious leader of SinDicate, Jun Right. Word spread that Spades was to work for SinDicate, to pay off his debt for the augs, and act as a mercenary for them.

However the mole soon disappeared, likely brutally tortured and murdered by SinDicate, not long after he met with the EPA officers [REDACTED] and [REDACTED]. Afterwards, Spades activity seems to drop immensely, rarely being spotted in the streets and little being heard about his actions for SinDicate. It isn’t until late 2995 that he resurfaces on a camera feed of a corporate lab, though accompanied by three others. It is believed that his involvement in the datajack of [REDACTED] information was simply as muscle in case a serious fight broke out, though they only met resistance at the end of their jack due to the late response of the security systems.

Throughout the rest of ‘95 and into parts of ‘96, Spades was involved in a string of break ins to steal from several shipping depots and clinics. It is likely that the information gathered from [REDACTED] was used to track down several sources of augs and ingredients for designer drugs for SinDicate’s use. It is believed that his performance in his missions gained him the position he currently holds among his employers as an ‘Enforcer’. The information from Civilians in the area of SinDicate’s operations proved invaluable in keeping track of Spades movements, though not in his capture as many gave conflicting accounts of how activity. On top of this came the knowledge that he often traveled through the sewers so as to avoid public view and prevent tracking.

Information on Spades has been of little use in his capture, often times only being encountered by EPA officers during datajacks and thefts and always with several others. Plans are in the making to raid [REDACTED] location in an attempt to arrest him, though it is yet determined when such action will be taken. Hesitate is marked due to the strength of SinDicate and Spades worth to his employers.

District 13

𝚆𝚎𝚊𝚙𝚘𝚗(𝚜):
»Modified SMG with Silencer

»Blackmarket Assault Rifle with Red Dot Scope

»Blackmarket Steel alloy combat knife

𝙰𝚛𝚖𝚘𝚞𝚛:
»

Spade’s armor is a steel alloy based suit, one which mostly covers his vitals, with an interface that allows him access to various styles of camo for city environments. It is believed to have been stolen from an EPA compound and was taken off the blackmarket by Spade’s bosses, though the reality of it is probably a lot more simple. Despite its composition, its light weight and mobility focused design makes it less resistant to sustained combat, only really acting so as to stop full penetration of bullets and only able to take light rounds.

𝙲𝚢𝚋𝚎𝚛𝚗𝚎𝚝𝚒𝚌𝚜:
Much of Spade’s body was left shredded and near useless due to shrapnel from an explosion. As such, he was fortunate enough to be given a deal to get augs and work off the cost of their implementation.

» Cybernetic Heart and Lung
Due to the shrapnel, Spade’s left lung was left completely useless and his heart with shrapnel stuck into a portion. His new heart and lung function much the same as the original organs. The most major difference is that he has a much greater stamina and tires less often than usual.

» Left Arm and Leg
Perhaps the most needed of his augmentations was the one to his arm and leg, both of which had been left near useless due to burn damage and shrapnel tearing up tendons and muscles. Spade’s left arm and leg are both high quality augs made from a steel base polymer, though maintaining a light design, and improve his lifting capacity and stability by quite a bit. Shock absorbers installed into his left arm allow him to fire more accurately and his left leg allows him to run for longer. Though, their quality is also the main reason he is so heavily in debt to his saviours.

» Audio Feed Left Eye
A heavily unneeded augmentation but one which was put in for… security purposes. His left eye is exactly like his other eye but can be switched on so as to record everything Spades sees, the purpose of which is to make sure he completes his jobs exactly as detailed and doesn’t keep things hidden from his bosses. Once his mission is over, they may access the datastore implanted next to it and upload it for review. Only a few people have access to the activation code for it and, as such, Spades cannot turn it off himself. It is, however, turned off whenever he is not out on a work.

𝙰𝚌𝚌𝚘𝚞𝚗𝚝 𝙱𝚊𝚕𝚊𝚗𝚌𝚎:
Spades only really has a few hundred credits to his name, mostly due to the debt which he has been paying off to his saviours. Almost 80% of his pay goes directly to his boss.

𝙽𝚊𝚖𝚎:
Vinson Jankowski

𝙰𝚐𝚎:
41

𝚂𝚎𝚡:
Male

𝙰𝚏𝚏𝚒𝚕𝚒𝚊𝚝𝚒𝚘𝚗:
EuroCorp

𝙰𝚙𝚙𝚎𝚊𝚛𝚊𝚗𝚌𝚎:
Many value appearances like they would with refined jewelry, and perhaps even more than their self-consciousness and moral perspectives. Oftentimes it would be played, gambled with the exchange of one's identity for the price of obtaining favourable impressions. It's a common practice and especially from a culture which is richly dominated by indifference. To Vinson, it's merely a game he has to reluctantly put himself into. Dress to impress and make his authority known. In Europa, fear is one of its currencies and there are no better means to impose eminence than to flourish in lavish veneers.

While privileged aristocrats have their own unique standards, Vinson finds it less of a need and more of a blueprint he'd map through -- although his sporadic extravagance makes it rather contradicting. He finds dark-coloured clothing to be the most comfortable. Occasionally there's a hat worn, but it goes when the natural mood of wearing it pushes its way through his thoughts. Of course, there's no philosophical nexus which would showcase a fondness of darkness or any other grim-sounding impishness, but there are times when it inadvertently becomes the case. His tall, 6-foot height is brought by genetics but his lean frame is the product of his tireless endeavours in his days at Unit BLCK. Hazel eyes accentuate a face slightly unaffected by age -- although silver streaks surrounding his light-brown hair provides a rather unfortunate departure from youth. Scars can be found appearing as a thin line on the upper side of his right brow and a discernible cut at the lower side of his left cheek. Beard is kept neat and regularly trimmed which envelopes his defined jawline.

𝙿𝚎𝚛𝚜𝚘𝚗𝚊𝚕𝚒𝚝𝚢:
Vinson or Mr. V as what he's commonly known -- which he now prefers to be called as rather than being addressed with his real name, is a former division headman of UNIT BLCK who has since resigned from that position to affiliate with EuroCorp's security and interrogations -- and of course, because of a higher pay grade. A polarized version of his former self and a paragon of what Europa is becoming, Vinson is adherent to social Darwinism, often favouring his ruthless means of obtaining jurisdiction above all else. In spite of such, Vinson thrives in composed contemplation, meager with his satire provocative. He listens to what isn't heard and dissimulates as if he doesn't. He is relatively quiet for the most part, preferring to be in solitude where his mind becomes a more powerful weapon than those he possesses.

Friends are anomalies, but should it consider his colleagues, then there's a network of it. Some know what Vinson has become and what he once was, and it wouldn't sound surprising if they would advise precaution if one were to heed his approach. This isn't always the case however. For the most part, he isn't the stereotypical bad guy, nor he is one. There's still that naive belief of righteousness left in him and despite his attempts of disconnecting himself from it, it never goes away. Guilt runs when his actions fail to justify anything. Not long ago he felt something similar and he wished he never would in the future.

In the outside, Vinson is an enigma. He relishes the many masks he wears because with each of their self-reliance, they are always him. More than anything, he keeps his internal struggles to himself, not risking to be read as a book and be labeled with a misled generalization. He can be anyone and no one at the same time. Towards the society that Europa spawned, he despises people who hope for the impossible; those who would, without forethought, band themselves together for the sake of an uprising against a system crafted by corporatocracy. He hates it and the idea itself. To him, there's never going to be a positive connotation with anarchy being the resolving response.
𝚃𝙴𝙽𝙰𝙲𝙸𝙾𝚄𝚂 𝘝𝘐𝘕𝘋𝘐𝘊𝘛𝘐𝘝𝘌 𝙷𝚄𝙼𝙱𝙻𝙴 𝘍𝘈𝘓𝘚𝘌-𝘏𝘌𝘈𝘙𝘛𝘌𝘋

𝙱𝚒𝚘:
The past has been long forgotten yet would depend only when thoughts of it were to find space in Vinson's head. There's no denial that he's still a father and he won't be able to escape the fact whenever he wanted to. He was given a chance to provide a better life for the only family he had, but his radical view of the world disposed it. Since then, his wife Lydia never saw the same man she fell in-love with. Lest their son would become the same ruthless and unforgiving wreck, Lydia took him away from Vinson's custody after their separation. Vinson didn't blame Lydia nor himself. He just wished he was given time to explain and justify his actions. Furious of the conclusion, it ultimately shifted his moral perspective -- as if it would now be considered as moral. Lydia's fear of what Vinson might become turned out to be the catalyst of his identity.

Prior to submitting himself for an elite seat within EuroCorp, Vinson had worked with UNIT BLCK. One sortie he was appointed to became the upbringing of his praised efforts to sustain EuroCorp's ceaseless rule. He and his assigned unit were tasked to capture the scientist, hacktivist and a corporate terrorist Jeddiah Mack. He was known for his revolution-centered mindset and is one of the few voices who represented the oppressed proletariat. As his whereabouts were infiltrated, Mack's submission to authorities was without bloodshed. He had weapons and henchmen. However, they weren't as trained as Vinson and his men. The violent encounter ended up in Mack being gunned down by Vinson himself, but the event was completely covered and concealed by none other than EuroCorp in fear of a tumultuous unrest among the lower class.

The event had Lydia question who Vinson was becoming, noticing how unaffected he was with executing a known figure whom she had positive views towards. Vinson's only reason of doing so was due to his job, supported by his opinion of the man he killed to be someone who has nothing to offer but lies. Eventually, it became the topic which led to their separation. Vinson never understood why, but after he had settled with his personal frustrations, he learned to let it go. His perspective then shifted more into hatred, something which is aimed at those who bore similar ideologies as Jeddiah Mack.

Vinson left Unit BLCK months after he and his wife Lydia separated and with his son Aleksander being in her custody. However, leaving didn't mark the end of his endeavors. Soon after, he became acquainted to a few powerful people from EuroCorp and later found his new place in corporate security and interrogations. While his new calling was entirely different from his previous -- which meant less on physical work and more on intelligence, Vinson still hasn't departed from his old ways of making himself known. In fact, his means of putting people in their place is more remorseless than ever.

Somewhat like a harpoon but is more advanced ... because it's the future, duh!

Although resigning had limited Vinson's access to their more advanced armour sets, his current one still stands through its excellent durability and secure protection. The vest has an impervious structure built for utmost resistance. It's light and doesn't hinder one's mobility when worn, though there are times when one if its straps crumples the skin. Luckily, it's one of the rare cases due to manufacturing errors.

Takeda Kirido / “Kira”
Female, 20

“You tell me what I want to know right now, or you won’t tell anyone anything ever again, wakarimasu ka?”

Affiliation: JPN-22 Ori
Covert Operations Group “Jian”

Appearance:

In her preteen years Kira was rather easy on the eyes. Was. Her scars have since ruined that quite handily. The fireball caught her on the right side. The entirety of her arm, much of her back, shoulder and midsection, and most of the right half of her face were badly burned. The scars have faded over he years, but they are still significantly lighter and less smooth than the rest of her skin. Concealing them across her face is basically impossible.

Though hardly old, the signs of aging manifest themselves in the way she carries herself. A hard set to the jaw; a firm, purposed stride; the way her eyes subtly sweep left and right so nothing can surprise her; all telltale signs of an innocence lost. There’s a smooth, round softness to her face and her physique in general. In another life she may have been sweet, but that is not this life. Her hairline is mostly intact though it sits slightly higher over her right ear. The gentle curve of her sideburns mostly hides this.

Access to a corporate expense account to cover personal living elevated the quality of her dress away from dirty leather jackets and ripped jeans. Now instead it’s a silvery-gray designer jacket, slim fit pants, and knee-high leather boots that conceal her batons.

Personality:

From her upbringing, she has a strong adherence to honor, duty, family, and respect. The patriarchy of the yakuza was built on that honor and respect, not just blind adherence to rank (a stark departure from the corporate culture she exists within presently). Pulled away from family, culture, home, she’s thrust into the harsh unfamiliar of Europa with the corporation as the only remotely familiar entity with her.

Transfer Evaluation:
Agent Takeda represents a unique problem to Ori. In her current position within JPN district 8, she is still in close contact with unlawful entities, both individual and group. It has been recommended by Jian Group operations that she be among the operators assigned to a Europa operations post. The psychology department chooses to urge against this decision for the following reason: access to familiar culture and command structure to that which she was subject to during prior operation with known organized crime syndicates provides a stabilizing effect on her.

Agent Takeda assigns very little worth to rigid, arbitrary power structures such as those present within Europan corporations. The operational paradigm shift would work counter to the stabilizing effect of familiarity she experiences operating within JPN-22’s controlled region. Furthermore, the concept of honor as is present within Takeda’s former criminal associates does not exist within Europan culture as she would recognize it. The nature of the commander-operative relationship of Ori’s Europan operations is not built upon the foundation of respect that Takeda has cultivated with her superiors in JPN District 8. Removing her from this environment creates a serious risk of destabilizing the agent, which risks adverse consequences.

Takeda’s loyalties to Ori are best described as tenuous. Though over years she has cultivated positive working relationships with her immediate commanders and fellow operatives, there still exists great tensions between high-level Ori executives and the agent. Her pre-recruitment evaluation concluded that recruiting the agent via blackmail, though the most viable option at the time, would alienate the operative and yield long-lasting distrust and resentment. Takeda is kept in line by the threat of force against the crime syndicate she considers to be family. Deployment to Europa will severely limit her ability to verify the terms of her employment agreement with criminal associates, straining her trust to its breaking point. It is the formal conclusion of this evaluation that deployment of Agent Takeda to Europa represents a flight risk and potential loss of control of an operative. Though not assessed in this evaluation, the actions of Agent Takeda if no longer held accountable to Ori are considered an extreme hazard.

Bio:

Kira’s family was never wealthy, but they also weren’t that deep into poverty. They made ends meet well enough. She had halfway decent schooling and food always on the table. But this world is ruthless and unbiased. When it knocks you down, you either have the means to get back up or you don’t. When life reminded Kira who’s boss, she didn’t have those means.

There was a gas leak in her apartment complex. Her father was prepping ingredients in the kitchen with a frying pan of oil in the stove. The instant he lit the burner, the place exploded. Kira in the other room was caught by the edge of the fireball. First responders were able to pull her out, but not her mother before half the building collapsed. At the time she was only fourteen. To this day she refuses to talk about it to anyone, getting very confrontational if anyone pressed too deeply about her scars from that day.

Alone, orphaned, and destitute, she was out on the streets with no one to turn to. All the money and everything else she had to her name was eaten up by the medical expenses from the fire. She was left with nothing but the clothes on her back, and her own two hands to get by. But the underworlds of JPN are a dangerous place to use the five finger discount. Crime lords run those streets, and sure enough the day came when Kira got caught with her hand in the wrong pie by none other than the yakuza enforcer, Matsutoya Shuryuko.

Not content to smack around a child and then throw her back out onto the streets scared and alone, he took the girl in as his own. With no family to call her own, Kira latched onto the patriarchy of the Eleventh District Yakuza rather strongly. Matsu taught her everything he knew. The criminal syndicate took care of her as one of their own as long as she was a loyal soldier, and loyal she was until the bitter end.

It wasn’t entirely clear to her or to the organization what JPN-22 wanted with her. She was hardly the most capable of yakuza enforcers employed in District 11. Nonetheless, they wanted her specifically. She could always weasel out from under local law enforcement as a minor, but once she turned 18 and ended up in corporate crosshairs, there was no escaping it. In addition to sweeping her up, JPN-22 grabbed Matsu and two other yakuza and threatened to destroy the entire organization unless she did what they wanted. She wanted to hold out against them, but they knew well in advance that Matsu was her weakness, and she inevitably caved.

In her impressment, she was able to force a few limited concessions. The Eleventh District Yakuza was untouchable to JPN-22 so long as she was under their employ. Since then they have done a great number of things to keep her living well and keep her mind off of it, hence why they finance an above-average lifestyle. Her recent deployment to Europa as a Jian operator for Ori is partially a move to push her past out of her mind. Kira will not let it go so easily however. It is what made her who she is today and she insists on maintaining contact with Matsutoya. Should JPN-22 break their arrangement, there would no longer be anything to keep her in check.

DETERMINED - COLD - EFFICIENT - RUTHLESS

District: Europa District 4
Previously JPN District 11

Weapons:

MagTek NC2125 Gauss Driver - older model magnetic-ballistic hybrid handgun renowned for exceptional stopping power, given to her by Matsutoya (extreme sentimental value). Multispectrum flashlight mounted in front of the trigger guard that shines in IR and visible, and SolidLight series projected reflex reticle. Following recruitment to Jian group, she insists on chambering armor piercing composite rigid rounds.

Raiju M13-50K Cartridge-driven Taser Pistol - Ori-issued weapon for nonlethal operations. Kira finds the notion such a tool is required to be offensive. Instead she engages targets hand to hand when nonlethal takedowns are required.

Stinger-series Deployable Stun Batons (civilian model) - another item that predates the JPN pressgang campaign. “Batons” is potentially the wrong word, as when deployed they resemble a set of maces rather than traditional batons. Each one can deliver 50,000 volts on contact with the strike face. "What’s worse than getting hit in the face with a baton? Getting hit in the face with fifty thousand volts ... and a baton."

Armor:

MaxBallistic SlimTek series lightweight carbon-ceramic composite - A thin armor meant for concealment under everyday clothing built with multilayer graphene-ceramic composite plates and a carbon-polymer ballistic weave. The composite plates can effectively stop most ballistic or laser impacts up to (but not including) a high-power rifle (ineffective versus full power cartridges or larger). Magnetic-ballistic or plasma projectile weapons are more effective against the thin material, and sufficiently strong handguns can pierce through.

Cybernetics:
Her implants were by medical necessity following her injuries, however upgraded versions have been for reasons relating to her work as a covert operative.

MicroWire Neuranetics S3 (synthetic synapse system) - Synthetic nerve synapses take over for biological nerves in high-intensity situations. The artificial system provides improved impulse response, external input resistance, and additional sensory input. This grants moderately improved reflexes, close proximity sense (subtle sense that something has come within just a few meters of her), and mild resistance to stun weapons (enough to turn the tables on a street thug but not a trained ops team).

PowerProsthesis Baremetal finger augments (right pinky & ring finger) - Two of her fingers were too badly damaged to be reconstructed in the fire. These are bare-metal mechanical digits now. The ring finger has been modified during her tenure with Jian group to include a small removable data drive. Confers no other meaningful benefits.

RemoteLink Class VII Neuroaccelerator - A particularly powerful form of neurointerface only available to military personnel and made available to Kira only after her recruitment to Jian group. It provides the processing power for the reflex improvements attributed to the neuranetics system, and enables direct neural control over certain hardware devices; limited by communication protocol and requires an exterior signal booster.

TactiCom Digital Overlay synthetic lenses - Hardware replacements for degenerative corneal and lens damage additionally provide a HUD within the field of vision. The devices can filter light to prevent retinal overexposure (partial resistance to flash-blindness), and can provide vision in new spectra: primarily IR, though can operate in low UV as well.

Account Balance: N/A

Other:

Drones - Kira’s neuroaccelerator provides for the capability to control drones in varying forms provided the data protocols are accessible. In her case, the relevant data protocol is JPN-22-specific, so any drone assets must be company-issued. Though the technical capability to control large and dangerous military vehicles exists, JPN-22 would never trust her with that kind of equipment. She typically only has access to small recon drones.

Mack - A heavyset british male who’s been running operatives since before Kira was one, Mack is Kira’s primary handler in Europa. His job is essentially dispatcher and mission support, bringing her in, up to speed, and helping out as needed. Mack always talks about how they’re "shaping the future" and “the future is now,” but Kira’s scathing pessimism is too heavily ingrained for it to ever sink in.
