@Fallenreaper: I think Jacqueline is just mad that someone beat her to the punch.
Actually, she usually does things that accomplish several things to better the city itself as you'll learn when she starts kidnapping homeless metas in min-arcs after this. Right now, this only serves as a test to the heroes and will only further the city's dependence on them. Something that won't help the weaker citizens in the long run according to her mind. The strong exist to make the weak desire to be stronger, which means protecting the weak is only making them more dependent and pitiful rather than building them up through hardship and suffering. (her own history actually developed this psyche so she believes since it worked for her, it will work for everyone)
