@The One, Good post, but Healing Water is explicitly not a thing. Bending (Without healing) is World Magic, and Healing, all forms of it, is Change Magic.

@The One, clarify 'Teleportation', like @Eklispe said. Also, no Leagues of Assassins before the Return of Magic. The closest thing to that I allowed was @Double's idea, which at least had a number of state-level actors involved.
