So, how many arcs should I have in reserve?
Three is a good standing number I find. Any more than that and you're too focused on your own stories you miss the ones that you could join. Any less and you just don't really have options.

I really don't see how it's that much of a stretch when Jason Todd exists, hell even Dick has worked with the Court of Owls.
Jason Todd has not been accepted or submitted and Dick Grayson was extorted into working with the Court of Owls.
@Lord Wraith Bryce isn't a straight up villain, just someone who will go to any means necessary to accomplish their goals.
Your sheet puts Batman and Red Arrow as enemies and the child stealing Court Of Owls and Falcone Crime Family as allies.
Seems pretty villainous to me.
I really thought we all supposed to be playing heroes on the same side, just different philosophies.
