For those who don't know my character's quirk was changed and refined so take a look when you get the chance, also the top exam student was decided though a long chat in discord with me, my co-gms, and two others.

First Day

Today would be a glorious and happy day for many. Because just a week ago was the entrance examination for the biggest school around U.A. and just three days ago those who managed to pass had received their acceptance letter. Being told to send in a letter to design their very own suits for the future. Today was finally the first day of class, surprisingly the star class 1-A had gotten a great deal more students than normal. With the two star students who placed highest in the Exam, Frin and Marius being talked about all throughout the campus.

The students would of been told to pack bags to stay at the dorms they would be shown during the tour which would be part of homeroom today. They was told to gather in class room 1-A even though it might be a little packed to wait for their teachers to arrive, having been given directions and their school uniforms. They have yet to be given their requested outfits but they know it wont be long to be seen as heroes a dream many share, what could this first day hold for these would be heroes.

Charles would arrive on campus wearing his uniform, with his student ID card so he can pass the entrance gate just fine. He would see the various other students walking around chatting. Some he recognized from the exam some he didn't. There could even be those in his class but he wasn't for certain. Instead he kept his head down and kept walking following the directions they was given to find the class room. He would find out he was one of the first to arrive which he didn't like since it made him stand out some. So he quickly took a seat next to the window and waited for others to arrive without trying to stand out, besides his uniform he would have a simply gym bag that had all of his possessions including his gym uniform, and other spare clothing.

Technically the Mangekyo form did, not the regular. But I was agreeing with you, just stating that the quirk I was talking about didn't, it just blurs your vision for a little while.

Basically You need to be more specific on your quirk because it sounds like it can do things it's probably not meant to. Like not actually having to look people you activate it on, just gotta have his eye uncovered and their eyes open, and there is no limit to the amount of people it can affect at once making him able to pretty much disable an entire organization with quirks or not without any trouble. With it's current set up he can pretty much beat anyone infront of him, and there is no actual way to break out of it. Since the example you use states them closing their eyes before he uses his ability, meaning just because they close their eyes after he uses his power doesn't mean they can escape his power just become more vulnerable.

"someone closes his eyes before Naoto uses his quirk" it's not the case that they can just get out of it by closing their eyes, only way to avoid it is to know of it before hand and keep their eyes closed basically.

By creating illusions/hallucinations he can show people their worse fear in the worse case scenario thus physically and mentally disabling the person, especially since what they can see can be anything. Even should that illusion vanish the one affected wouldn't be able to recover so quickly. Not to mention he doesn't have a limit on how many people he can use it on at once meaning everyone infront of him can be affected at once, only draw back to this is he'll have blurry vision for longer most likely. There is also nothing stating that he has to look at them to cause the illusions, they just need to have their eyes open beforehand. Being able to sit back and relax I can point a lot more out on it. Though any injuries made by the Illusion is fake, it wont be so to the person so an injury that would normally cause the person to faint still will in the illusion.

While being unable to move is a strong drawback, still feel like something is missing though can't figure out exactly what. EaserHead may have some ideas that can be used for your character's balance. Since even with those drawbacks he can pretty much win a fight 90% of the time from what I can see.

I can't see anything wrong with your CS, after @NightmareInd can get a look through it as well then will say if his accepted. Since the CS is here don't need to worry about the deadline or anything.

Aslong as you show you had started on a character by sunday, then you can still join. Just either will be absent the first day for some reason, aslong as a submission is being made before sunday. But wont accept any completely brand new ones past that date.

Those do feel quirks more meant for villains I will emit, which I am still thinking about that since I'm not sure if it's something that would fit into the rp I original have in mind.

Would help us mentioning me and nightmare in your post I will emit for that one. I have been slightly busy past two days and today doing a good amount of things so trying to get to everything when I can, granted I can get distracted. Just by name alone can't really say much in terms of the quirks you need all the details before I can give a good opinion.
