Welcome to Independence City. Contrary to its name, the city is controlled by the people on top. Cartels duke it out on the sidewalks of the slums. The Mafia siphons money away from the higher classes with elaborate scheming and occasionally a pill or a bullet. The Police violently control people 'for their own protection,' but never seem to do anything about it. And the Overseer- the mysterious man that runs every corporation inside Independence City- just watches everything from his penthouse, for he is the one that funds all of the illegal operations in the city that he controls. It seems like everything is doomed to go to hell, but there is hope.
It all started with a man named Jan Bruzelsk. Bruzelsk was a former scientist working for MegaCorp, the Overseer's company that has a monopoly on every industry in Independence City. Though he was a top-tier scientist, he grew to resent MegaCorp's iron grip on the city and was fired due to his opposing viewpoint. Constructing a makeshift laboratory in his basement, Jan Bruzelsk finished the project he had begun at MegaCorp- the Evolution Solution, an advanced chemicals that gives every person a unique superhuman ability. The Police raided his house a day later, murdering him and dumping the solution, for they believed it was toxic. Little did they know, the place they dumped the solution ran off to the plumbing pipes, and soon a few of Independence City's fine residents awoke with superpowers.
Some of these individuals turned to crime. Some of them continued their crime. But a few decided that they ought to make things right. And so they formed the Patron Saints- a vigilante group for justice. Note the word choice there: vigilante. The Police certainly did not appreciate them breaking the laws, and the Cartels and Mafia didn't appreciate their operations getting rained down on. They all stockpiled their resources, getting ready to take down the Saints.
But they weren't ready to throw in the towel just yet.
Rules
1. Use your brain. If something seems totally retarded, you probably shouldn't do it.
2. No godmodding or any of that stuff.
3. No Superman-esque characters. Each individual shouldn't be capable of taking on an army.
4. I'd prefer realism > anime and other drawings, but it doesn't really matter that much.
5. Other than that, you have creative control. As long as it isn't totally insane, you're good.

Independence City is a city located in Maryland. It has grown to be a populous city, larger than Houston, Texas with a population of 2.6 million. Of that percentage, only about 2,500 individuals have superpowers. The city is split into several districts, each with entirely different ways of life.
Independence Square
The heart of Independence City. Independence Square is home of City Hall, as well as the Police Headquarters, and the Independence Mercy Hospital. Independence Square is the intellectual center of Independence City, host of various libraries, laboratories, and such forth, but as a result has very little room for apartments.
Corundum
Located near Independence Square, Corundum can be called the height of luxury. Industries, department stores, lounges, and anything that screams 'money' is probably here. MegaCorp's Headquarters, the MegaTower, stands tall here, the tallest building in the world.
The West End
Located at the western side of I.C., the West End is also referred to as 'Old Indie', for it's one of the few areas in Independence City that did not urbanize. Old apartment buildings, cathedrals, and memories are located here. The Mafia operates out of the West End, though their grip extends all across Independence City.
The East End, 'Death Row'
Located on the eastern side of I.C. and easily the largest neighborhood, the East End is filled to the brim with crime, drugs, and violence. Apartments are cheap, but dangerous. Most of the cartels operate out of East End, which has been nicknamed 'Death Row' because...well, you get the idea.
Red Harbor
Located in the north-eastern part of I.C. above the East End long the coast, the Red Harbor is located on the small Fair River. The Red Harbor is a transportation hubs, host of a variety of docks, harbors, and shipyards, as well as J.P. Welch International Airport. The Red Harbor is also home to the Patron Saints, who have built a makeshift meeting place out of an abandoned warehouse there. The Red Harbor is called the Red Harbor because the various criminal groups there would dump unnecessary bodies into the area there. And blood is the color red. yeah, you get the point.
Chinatown
Most large cities in the United States boast one of these, and Independence City is no exception to the rules. Host to many Oriental markets and citizens, the residents of Chinatown are very aloof and disconnected from the rest of Independence City. The Triads, the Chinese equivalent of the Mafia, run this district, but are constantly at odds with the Mafia and the authorities. It also has a giant paifang, which is cool because...yeah.
Crescent Hills
A peaceful area distant from the rest of I.C., Crescent Hills is the 'rich people' land, where several mansions and Vega's private academies are located. It's sparsely populated and shows little signs of urban decay or the like.
