I believe this conversation should be better suited in PMs, but in short- with the right revisions, I see no problem why that can't be a thing.
A powerful organization in Albero, the Magic Council is the ultimate authority on all Magic-related activities. With headquarters in the city of Radix, not far from Rosa Blanca, the Magic Council is headed by a tribunal of 9 councilors, who impose a variety of laws working to limit the influence of Dark Magic and preventing collateral damage by Mages in Albero. This latter point has brought the Magic Council into direct conflict with Dragon Heart, the kings and queens of collateral damage. The Magic Council has ordered 19 investigations into Dragon Heart since its inception, and they've repeatedly given warnings to the uncaring Dragon Heart guild to stop the mass damage or face possible disbandment.
Though their bureaucratic nature and anti-Dragon Heart sentiments often inspire grumbles among Mages across the country, the Magic Council frequently attempts their best to stop the spread of Dark Magic, but at best they're slow and often ineffective at repelling it. Still, they're heavily well-known and respected for the most part, their authority easily reigning supreme across Albero.
Chairman Bora Yalis Bora Yalis is the newly-appointed chairman of the Magic Council. Bora is a short, bald man with a toad-like appearance, and is constantly seen wearing green robes, further enhancing this frog motif. Bora was a former Mage for Dragon Heart, but his form of Magic-Tongue Magic- was ineffective in completing jobs. Frustrated, Bora quit and moved to the Magic Council, where he worked his way up to Chairman. Bora constantly uses his position of power to make Dragon Heart's existence as painful as possible, often to little or no success.
Second-in-Command Arthur Rora Arthur Rora, a Councilor and second-in-command of the Magic Council, is a much more proficient mage than the Chairman, recognized as a member of The Great Echelon, and is placed in charge of the Magic Council’s military divisions. Arthur, while irritated by the shenanigans of Dragon Heart, recognizes them as a force of good in the world and protects them from Bora’s constant wrath.
Arthur is a masterful user of Volcanic Magic, with Master Teki believing him to be more powerful than such forces as the Zanthrax family in terms of sheer power.
Councilor Midna Night Midna Night is a councilor of the Magic Council and the Head of Legal Guild Management, her goal to impose regulations and restrictions on legal guilds. Midna was a former member of Dragon Heart as well, but was quite the opposite of Bora- a talented Darkness Magic user, Midna lost the S-Class trial to a certain Guild Master named Kukan Teki, and later quit the mage Guild to join the Magic Council, where she continues to spite Teki at every opportunity.
World Serpent
You can hear it...Armageddon is coming.
A Dark Guild of notorious power, World Serpent was not on the radar of the Magic Council for years. Originally a Guild for illegal potion-making and alchemy, the guild did little to inflict harm on others, and as such managed to operate under the shadows for years.
That was, until, a certain Mage joined.
That Mage went by the name of Helga Zanthrax, sister of the Dragon Heart guild master Zanthrax. Unlike her brother, Helga was focused on one thing- using dark magic to become more powerful and gain longevity. The latter she had achieved prior, creating a tincture that extended her life past that of her brother, and his son, and his son after that. But what Helga needed now was a Guild to extend her power, and she saw the small but capable World Serpent guild as a solid target. She arrived at the guild doors and killed the Guild Master with ease. Soon afterwards, she recruited a handful of top-tier dark mages, the Five Serpent Heads, and went out on a killing spree, assassinating numerous high officials and even Magic Councilors about 4 years prior to this story’s beginning.
These actions drew attention, so Helga’s guild vanished off the maps as quickly as it appeared. The Magic Council, assuming the Guild had died, took them off their ledger. But World Serpent did not die. It only sits prone, waiting for the moment to strike.
Helga Zanthrax
Brief Description
Helga was always a loner, preferring the company of books and potions to those of people. She would spend hours upon end cooking up a recipe for immortality, to remedy her true fear- death.
At the same time that Zanthrax was slaying a dragon, Helga was traveling to countries near and far, gathering bones of distant creatures, samples of plants, drops of liquid. After years of scavenging, Helga had managed to make a tincture that gave her what she wanted- a “cure for death” that stopped her body's aging if regularly taken. She then moved forwards with her plans, forming a powerful guild for her purposes, which still remain unknown.
Magic/Abilities
Contagion A magic of indescribable power, Contagion has been called many names such as “Plague Magic,” “Disease Magic,” and much more, but its true power is far beyond all of those. Contagion allows the spreading of a thick, miasmic green fog. Inhaling the fog causes immense pain, and slowly destroys the brain, effectively zombifying those caught in its path for too long.
Contagion: Direct Line Helga fires Contagion straight forwards, covering the area directly ahead of her in fog.
Contagion: Death Room Helga releases Contagion around her body, filling up the area with Contagion very quickly.
Contagion: Spiraling Dilemma Helga fires Contagion in spiraling arches around her person, enough to ward away anybody near her.
Contagion: Devil’s Bomb Helga prepares for approximately 5-10 minutes before firing a massive burst of green energy, which explodes at a target location, spreading Contagion across a vast area, the size of a small village.
Contagion: Absolute Extinction Helga uses three human sacrifices, two rare relics from ancient shrines in Albero, and a single petal from the Life Flower to create a powerful seal. Once prepared, this spell releases the Contagion fog across an enormous area of land, the size of a country.
Glyph Magic Helga’s secondary form of Magic and a mostly non-combative one at that, Glyph Magic is a unique Letter magic that allows the placement of powerful glyphs upon any surface she places, which have a myriad of different effects.
Watcher Glyph A glyph the shape of an eye, the Watcher Glyph is a rune placed on any surface that allows Helga to see in the general vicinity of hat rune. Each member of World Serpent has a Watcher Glyph on their guild mark. While burned on like a brand, it can be removed by those adept in Letter Magic or those with great magical prowess.
Messenger Glyph A glyph the shape of a sandal, the Messenger Glyph is a glyph that speeds up anything that its placed upon, including people. The Messenger Glyph can also carry pre-recorded messages, similar to a Thought Projection.
Falcon Glyph A glyph the shape of a, you guessed it, falcon, the Falcon Glyph grants whomever its placed upon great speed, strength, and endurance.
Explosive Glyph A glyph the shape of an ankh, the Explosive Glyph is a glyph that causes a massive explosion at the user (not whatever its placed on)’s will.
Communication Glyph A small circular glyph that, on contact, allows telepathic communication with those also bearing the same glyph.

Serpent Head #1- "The Hybrid" Hiso Zanthrax
Hiso was born to Helga and an unknown Dark Mage years ago. The Dark Mage was soon killed by Helga herself, in fear that he would grow to exploit her, and their son, named Hiso, was raised by the Helga to be her warrior. Given the same age treatment that Helga had perfected, Hiso was forever frozen at the age of 26, the same year he received his Poison Dragon lacrima from his mother. An unrivalved, deadly force on the battlefield, Helga believes Hiso to be the strongest member of World Serpent- herself included- and is the Guild's ace-in-the-hole.
Magic: Poison Dragon Slayer Magic A heavily capable Poison Dragon Slayer, Hiso harnesses the pure element of poison, using it to empower his strikes both in melee and ranged settings. Hiso can also consume any poisonous substance to rejuvenate himself.
Serpent Head #2- "The Angel of Death" Giselle Deacon
A young woman who, many years ago, took up a position as a nurse, but exploited her job to kill her patients for money. Eventually found by Helga in one of her trips across Albero, and seeing potential in the young nurse, was taken under her wing to learn Magic. Giselle is currently 64, and typically is a more sideline-oriented individual, but is still a dangerous individual in close-combat, and not the type of person you'd want to see taking care of your loved ones for sure.
Magic: Heartbeat Magic A dangerous magic in practice, Heartbeat Magic allows the user to manipulate their target's physical hearts for nefarious purposes. They can use this magic to detect opponents from their heartbeats ("Heartbeat Sound"), cause intense pain in the heart area ("Heartburn"), and even briefly cause cardiac arrest ("Heart Stop"). Her magic also has supportive uses that grant adrenaline-like boosts, though in general, Giselle prefers non-combat and planning over fighting.
Serpent Head #3- "???" Shade A mysterious mercenary of unknown origins, Shade is a man of keen intellect and a voracious appettite for battle and destruction. Serving as the guild's tactician and strategist, he has proven a strong asset in keeping World Serpent's activities and presence in the world as of late a well-kept secret.
Magic: Wrath of the Asura ???
Serpent Head #4- "The Gatekeeper" Janus
A powerful mage of unknown origin, Janus is perhaps the most reasonable of Helga's court, a moderate individual whose desire for revenge against the people of Albero who expelled him years ago is only tempered by his concern for human life. Janus has exceptional amount of Magic Power, but his combat ability is limited by his rather passive magic and nature.
Magic: Door Magic An unorthodox but still highly effective magic, Door Magic involves the creation of “doors” on any surface, which can be used for various effects. Door Magic’s most notable use is portal spells, which allows the user to open portals that either lead to other portals or into blank spaces.
Magic: Transmutation Janus also controls this form of magic, allowing him to control the properties of shape and size.
Serpent Head #5- "The Maiden" Eliza Bathery
A young mage with great talent in combat, Eliza is a former Dark Mage from a foreign continent brought by Helga to Albero, where she serves as her jailer, executioner, and head of diplomatic relationships (generally with torture and coercion.)
Magic: Memory Eliza's Magic ability is called Memory, one that allows for the manipulation of memories. Eliza can use this ability to create, erase, and change memories of those around her. Most of the abilities of Memory must be applied by contact, are not permanent and only last for about 20 minutes, but this is enough for Eliza. Eliza can use Memory for incredibly diverse set of purposes. She can create a memory of getting burned (Memory: Pain), move memories from one person to another (Memory: Transfer), temporarily erase the memory of a user's ability to use magic, leaving them almost helpless (Memory: Siphon), and even take away the user's memory of movement, leaving them in a paralyzed state (Memory: Paralyze). Her most memorable ability (no pun intended), though, is to bring a user's past memory to life and force them to live it out once more (Memory: Lost Paradise).

Physique Sara, unlike many of the other members of the guild, is not a ridiculously well-built individual. If anything, she’s rather small, only charting in at 5’3”, and weighing a light 112 pounds. She has incredibly fair skin and honey blonde hair, her eyes taking a light hazel color. Gentle muscles run over her body, but she isn’t incredibly sinewy or anything. Her guild mark is located on her left forearm.
The Persona
Personality Sara may be the single sweetest individual on the planet, truly. A joyful girl with boundless energy, Sara’s the type of person that’s always there for you to talk to. She’s compassionate and selfless, always looking out for the other members of the guild, and she rarely gets into arguments, forget fights, being a very meek and peaceful person. As such, her opinions are often overshadowed by the more aggressive members of the guild.
Sara is very sociable, always looking for somebody to talk (and maybe share a couple drinks) with. She’s as open-minded as can be, rarely holds grudges, and is easygoing and sympathetic to others. Sara’s a hopeless romantic as well, very crushy and easily lovestruck.
Sara rarely views violence as the solution to her problems, only fighting when provoked (or if she’s drunk). As a Celestial Spirit mage, she’s very protective of people of all species and can be counted on to keep promises and contracts. She’s trustworthy and always follow through with what she’s told.
Lacking the conviction to be a leader, Sara is typically more of a follower, a modest girl who respects her superiors greatly. She is quite easily frightened (a factor about herself she dislikes), but if necessary can muster courage to fight for her guild and her allies. While she’s normally rather passive, certain things (such as seeing her friends in danger) tick her off.

Brief Bio The Hepburn family- almost immediately indicative of wealth and power. The Hepburns have held a vastly influential corporate hold much of the entire country of Albero- for decades, even centuries. Well-known for running the trader’s guild Green Fortunes, the Hepburns have been controlling the flow of capital forever, and their prominence in the economic world has led to great success in the political one as well, with the Hepburns controlling much of the political developments in the country with well-placed capital.
The one thing they didn’t control was Magic. The Hepburns didn’t know the slightest thing about magic, only that it was a field that they couldn’t control.
So when businessman Thomas Hepburn and businesswoman Liliana Hepburn found their daughter using magic, they didn't quite know what to do.
They decided to follow the only path they knew- business. Business was about publicity, about calculations and risks, and about power. So that's what they did. Their daughter soon found their way onto the covers of Warlock's Weekly (which the modest girl did not enjoy) and into photoshoots which made Sara quite uncomfortable. They set her off on missions and training, leaving her with bruises anand scrapes. And they obtained several Gold keys for her.
Sara didn’t care much for the these aspects, though, but her parents did bring her to Dragon Heart, a guild she now loves. She now resides in Rosa Blanca, a while away from her parents’s countryside manor, and writes to them every month or so.
Magic is her business now.
The Mage
Magic Celestial Spirit Magic
Description A Holder-type magic where the user summons Celestial Spirits from the Celestial Spirit Realm through the usage of a set of keys.
Gate of the Golden Bull: Taurus Using one of her Gold Keys, Sara summons the Golden Bull, Taurus. Taurus is a tall cow-human hybrid wielding a massive battleaxe. While Taurus tends to be incredibly perverted, he’s a loyal spirit and a capable melee fighter.
Gate of the Scorpion: Scorpio Using one of her Gold Keys, Sara summons the Scorpion, Scorpio. Scorpio is a “cool dude” with a large metal scorpion tail that fires sand. His Sand Magic makes him a highly useful Spirit. Sand Buster: Scorpio fires a powerful tornado of sand at enemies, dealing significant damage with the initial launch of the attack and its rotary power.
Gate of the Twins: Gemini Using one of her Gold Keys, Sara summons the Twins, Gemini. Gemini are a pair of floating blue...things, which use copy magic, allowing them to take the form of any creature with equal or less than Sara’s magic power.
Gate of the Paired Fish: Pisces Using one of her Gold Keys, Sara summons the Paired Fish, Pisces. In fish form, Pisces takes the form of two massive, powerful, serpentine fish, while in normal form Pisces takes the shape of two humanoids, a mother and son, that use water magic. This normal form is achieved in moments of great danger and stress.
Gate of the Legendary Hunter: Orion Using one of her Silver Keys, Sara summons the Hunter, Orion. Orion looks a bit like Gaston from Beauty and the Beast, but more feral, with a mess of a beard and long tussled hair, and piercing blue eyes, all wrapped in a blue-gold coat. He speaks with an Australian accent. He uses a form of Requip titled Requip: The Huntsman, which allows him to summon weapons capable of hunting all sorts of crazy creatures.
Odysseus's Bow- Orion’s best weapon, a glimmering golden bow, Orion has a range of elemental arrows useful for different weapons. Legendary Hatchets- More favorites of Orion, Orion’s hatchets are razor-sharp and accurate when thrown.
Poisoned Dagger- A sleek dagger layered in poison that causes paralysis in a minute or less after being cut.
Snares- Orion can also summon a variety of traps, including magic tripwires, magic bear traps, glue traps, and a cage trap made of Magic Seal stone.
Gate of the Bragging Queen: Cassiopeia Using one of her Silver Keys. Sara summons the Bragging Queen, Cassiopeia. Cassiopeia is a beautiful redhead typically wearing a fancy dress and constantly carrying a makeup bag full of all her cosmetic equipment. Cassiopeia is incredibly arrogant and requires great attention. Cassiopeia uses Powder Magic, made from the make-up in her bag.
Sneezing Powder- A yellow-ish powder in hue, Sneezing Powder, when inhaled, causes nonstop sneezing fits. Cassiopeia uses this on her summoner when they bother her.
Sleeping Powder- A green powder in hue, Sleeping Powder sends those who inhale it to the land of Nod for 2 hours of sleep. Those who fall asleep can be woken up pretty easily, though.
Healing Powder- A pink powder, Healing Powder slowly heals the wounds of those within its dusty grace.
Defensive Powder- Grey in color, Defensive Powder is incredibly solid and can block magical attacks like a powder-y shield.
Cursed Powder- A red powder kept separate by Cassiopeia, Cursed Powder causes unimaginable pain along with hallucinations.
Gate of the Eagle: Aquila Using one of her Silver Keys, Sara summons the Eagle, Aquila. Aquila takes the shape of a tan young man with silver hair and stubble, along with golden eyes and massive eagle wings. A free-spirited Spirit who is firmly motivated to help his Summoner. Carries a longsword sheathed on his back.
Visual Magic- Can link his vision with another person, allowing them to see what he sees. Also has (and can grant) telescopic vision.
Gate of the Furnace: Fornax Using one of her Silver Keys, Sara summons Fornax, the Furnace. Fornax takes the form of a tall (standing at almost 7 feet) red-faced chef, wearing the standard white apron and stereotypical chef's hat, his nose also adorned with a red handlebar mustache. Fornax is typically followed by 1 to 3 furnaces, which take the shape of small microwave-like objects.
Fornax himself is a low-power Spirit that uses Dough Magic, but his furnaces cost additional magic power and use Fire Magic to roast his toes. Fornax is an arrogant, prideful chef who likes a good fight, but is also loyal to his Summoner and protective as can be.
Gate of the Cup: Crater Using one of her Silver Keys, Sara summons the Cup, Crater. Crater takes the form of an old, balding butler with a grey beard, always wearing a tuxedo and holding a platter with a tea set atop it. The tea he carries is full of elixir, healing the wounds of those who drink it. Crater has few combat uses, but is an excellent cook and cleaner.
Gate of the Turtle: Testudo Using one of her Silver Keys, Sara summons the Turtle, Testudo. Testudo is a large green turtle, who is determined but also slow. He uses Dimension Magic.
Storage Shell- Testudo shrinks an individual or object down and sucks then into his shell, where they remain safe.
Gate of the Great Bear: Ursa Major Using her Silver Key, Sara summons Ursa Major, the Great Bear. Ursa Major takes the form of a tall, muscled woman with flowing white hair, adorned in a skintight white-and-blue suit and wielding a wood staff tipped with a blue orb. Ursa Major tends to be protective and fierce. She uses Ice Magic to fight.
The Big Dipper- Ursa Major fires forth a massive barrage of crystal ice in a rainstorm of fury.
Dubhe- Ursa Major fires a piercing missile of ice forward.
Snow Patrol- Ursa Major created a blinding blizzard, before concentrating a powerful pillar of ice at the target location.
Polar Vortex- Ursa Major bellows a great cone of snow and ice from her mouth, much like a Dragon Slayer's Roar or God Slayer's Bellow.
Bear Form- Ursa Major transforms into a large polar bear.
Gate of the Cat: Felis Using her Silver Key, Sara summons Felis, the Black Cat. Felis...is a black cat and has no combat capacity, but is a nice pet.
Items -Celestial Spirit Keys (necessities for her magic to be cast, kept in a key ring attached to her waist).
Oh he has a fear, but I'll need to discuss it with you. It's linked to his development as a character. I'll send you a PM but don't expect a long one. It's really quite simple.
@Lmpkio Just read it through, very interesting character idea, though I view her more as a secondary character than primary, because of her lack of direct affiliation with the guild. Love needle though lol. You have the go-ahead.
@Sho Minazuki I like it! Very powerful magic, but dulled by niche weaknesses and an overall personality deficit, so to speak. My one major critique would be to add a fear. no man is immune muahahaha.
