Not necessarily within Terran space. Perhaps that's why Federation miners didn't prepare for anything like first contact.
Say you also found this rich system and wanna exploit it. Except you are aware of other races and have military assets to make sure you get it.

They don't waste their money on scientific charity like exploring a distant star system on the mere hunch of the existence of alien civilizations.

We can say that there's some rare resource out there which worth the money to exploit.
Say, an unique neutron star which generates antimatter like crazy.
And you meet a mining party preparing to exploit this resource.

Mostly because your factions seem like an escalation in scale and thus people don't wish to begin with you.
But hey you have two factions that hate each other. Just make them fight for now.

Welcome to the Legacies of the Exodus game!
This is basically Cold War imported into space. Futuristic but well-grounded and you can probably compare this to the Post-WW3 NRPs last year but now we are spread in the Orion Arm.
There are also alien NPCs who might become more relevant to the plot latter.

Pardon me if anyone felt I am bothering them. I just thought I might as well gather the old crew.
